Clerks Report
A report had been sent to WLDC in regard to the Planning Application by Deers Leep Properties Limited at Church Farm. There were no objections to the application. Confirmation was asked as to the water going into the bottom of the land and what was to prevent it going into neighbours’ properties. Also who is to
carry out the maintenance of the green space.
Neighbourhood Policing had been advised that South Kelsey Parish Council was interested in joining a cluster group.
The Minutes of the meeting of 11 March 2019 were agreed and signed by the Chairman as a true record.
District Councillor Strange confirmed more green bins were now being used, with a charge of £35 in place.
A waste area used to wash down vehicles and showers for the workers is now past it usable date. A new area on Hemswell Cliff will be built in approximately 3 years time.
The Bowls presentation is going to be used to present the plaque in memory of Arthur Dawson to his family. It is already in place. Councillor Strange wished to be present at this so once the time is confirmed an email to be sent. 1JS

The application to the Councillor Initiative fund had been successful and a sum of £300 had been received.
Election
Any nomination papers completed had been taken to WLDC for confirmation of
details and put forward for the Parish Council Election in May.
Planning
Land off North End Lane – Outline Planning to erect one dwelling with all matters reserved
The Parish Council had no objections to the application, so a response be sent to WLDC stating this. 2JS
Egdon - Barton Willmore – the Planners for Egdon had requested two notices be displayed in three locations prior to the Applications being presented to LCC. These were a/ Variation of conditions from the previous permission – PL/0011/18 and b/for temporary installation of twelve site security and welfare cabins, five water bowsers and associated facilities. 3JS

The land from the gate to Riverside on Brigg Road is the only section owned by the residents. Who owns from the gates back towards Brigg Road ending by the White Cottage is still at present unknown. Councillor Johnston is to make further enquiries into this. It is confirmed there is no Right of Way through Riverside.

Matters Arising
The meeting with Anglian Water had been arranged by District Councillor Strange. The Clerk had complained to him regarding the length of time the road from Moortown to South Kelsey was to be closed and could something be done to arrange even for one way traffic controlled by lights, especially as three Bank Holidays were coming up shortly. DC Strange had been advised that Parish Councils had been informed and consultation been carried out with businesses.
South Kelsey Parish and Moortown Parish Council had not had any contact. Anglian Water did not realise that Moortown was part of South Kelsey Parish, not Holton le Moor therefore no contact had been made. Anglian Water was now to keep the Parish Council updated on works and try, whenever possible to open at weekends.
The County Councillor and the District Councillor for the area had not been informed of the road closure and only became aware when the road closure signs were see.
First Aid Course
There had still only been one response for the Course with details been forwarded and advising it would not take place unless more people showed interest.
Brigg Road Moortown
The noise in the evenings coming from the rear of Brookside had been from a site workers son using a quad bike. This had now stopped.
Website
The website still needs work to be carried out and updating regularly. A village person had been contacted and is deciding if they wish to carry this out.
Newspapers
The shop at North Kelsey is to close and it is thought many residents may miss the opportunity to get a paper. It is known about a delivery service, so the Parish Council agreed to place notices asking if anyone is interested and then the names could be past along. 6JS
Annual Parish Meeting
This will be held on 20 May 2019 where the Chairman will give his report for the year and two new initiatives will be launched, but will require the help of residents to fulfil.
There being no further business the Chairman closed the meeting at 9.10pm, the next meeting will be held on 13 May 2019, at 7.30pm in South Kelsey Village Hall.
