MINUTES OF THE MEETING

OF

SOUTH KELSEY AND MOORTOWN PARISH COUNCIL

HELD ON

MONDAY 9 MARCH 2020

IN

SOUTH KELSEY VILLAGE HALL

3 Members of the public.

 

This meeting there were fewer members of the public from various villages around who were against the Planning Applications by Egdon.  As the Parish Council had fully supported the group it had been requested that only further information that needed to be discussed be brought up at the meeting. The group believed that as the work on the site had not already commenced, mainly due to road closures at Holton le Moor, and would take 40 weeks to complete that Egdon would apply for an extension of time.  It was also believed that should some of the rules be breached once work commenced a quick response to this would be required.

 

It was asked if the subject of Egdon be placed on the Agenda each month so any future developments may be discussed.  The Parish Council agreed for this, but the subject would only be discussed should there be something new.

 

Clerks Report

 

A copy of the two letters one to Egdon from the Parish Council and their response had been sent to the leader whose group were against the applications from Egdon

 

The notices for the British Spring Clean had been put on the notice boards and the website.

The details for the application for the previous exempt water abstractions had been put on both notice boards and the website.

 

The notices from the Citizens Advice had been put on both notice boards and the website.

 

A copy of the Local Government Association guidance on Councillor intimidation had been sent to all Parish Councillors.

 

A link for the proposed new website had been sent to all Councillors to try and the 

reaction by all was favourable.

 

The details of the proposed new Parish Charter had been forwarded to all Councillors who had agreed there were no issues relating to this.

 

Finance

 

Mrs J Stimson Clerk Invoice -£428.75 up until the end of March

SKVH Invoice - £13.00

HMRC -107.20

 

All agreed for payment.

 

The Invoice for LALC was now available but as the cover for subscription did not commence until the 1 April 2020.   The invoice would be paid in April 2020.

 

There had only been one response to the advert for Grounds person and grass cutting for the season.  As the prices had not increased for this year the Parish Council agreed to continue with the same business.

 

Planning

 

Land on Hunger Hill Moortown – Planning application to erect an Agricultural workers dwelling.

 

The Parish Council had sent a letter to WLDC Planning advising there were no objections to the application.

 

The Parish Council had since been advised that this application had been withdrawn.

 

Rose Cottage Thornton Road South Kelsey – application to demolish existing dwelling and replace with detached house and separate car port

 

The Parish Council did not have any objections to the application but felt any windows overlooking The Bungalow should be of obscure glass to enable the residents already there to keep their privacy.  The rooms in the existing house are quite small for todays living.  The house is one of the older houses in the village and to loose it would discard heritage of the village

 

As there was no Planning reason for the Parish Council to object a letter to be sent to WLDC Planning but including the observations made.                                            2JS

 

North End Lane application – a letter had been sent to WLDC Planning advising there were no objections for one dwelling with detached garage.

 

It was reported by a resident that the Watermill Caravan Park had been illegally discharging full septic tanks into the dyke.   Also that some old caravans had been broken up and used as land fill.  This had been reported to WLDC Planning Enforcement who had investigated the complaint and was unable to confirm if this were true.

Matters Arising

The Parish Council discussed the request for Lowland Rescue for a donation and whilst it was thought to be of an important charity the Council would prefer to give to a local charity should funds permit.

 

Councillor Stimson and the Clerk agreed to plant the free trees in the playing field that came from the Woodland Trust.                                                                        4JS                                                                                            

 

The Police had responded to 26 traffic offences and 10 incidents that involved concern for a persons safety and arresting 3 drink drivers.  Caistor Primary School Mini Police were “policing” the yellow zig zag lines outside the school.  Very positive event and will be repeated.

 

There being no further business the Chairman closed the meeting at 9.25pm the next meeting will be held on 6 April 2020 at 7.30pm, in South Kelsey Village Hall.
