The first member of the public had contacted DC Strange in relation to the Planning Applications for Egdon on Smithfield Road. The person had no information regarding the applications except what he had recently found out and believed that this should have been better communication on this. 

 

The person does not live in the South Kelsey Parish, but in North Kelsey off North Kelsey

 Road, and it was suggested he contacted the Clerk there for details as to how they were

dealing with the matter.  It was suggest the Clerk contacts the Clerk at North Kelsey for

details of its discussion of the Egdon Application.                                                 1JS

 

South Kelsey Parish Council gave as much detail as possible to help. DC Strange

suggested he writes to Edward Leigh MP and to the LCC Planning committees if he

believes it is undemocratic he has not been informed.

 

Clerks Report

 

The payment of the Insurance to Zurich had been sent in time for the renewal on

1 June 2019.

 

Once all the forms for Acceptance of Office, Register of Members Interest and Code of Conduct have been completed by each Parish Councillor all will be sent to WLDC.

A letter had been sent to WLDC advising the Parish Council had no objections for the application to create a new access at Burnside on Brigg Road Moortown.

 

Highways have once more been contacted reference the large hole on Station Road Moortown.  As DC Strange was in attendance at the meeting he was asked to help speed

up the repair for this due to the seriousness as if a wheel hits this, the vehicle could go

down into the ditch.

 

The resident in Moortown who requested help in finding a builder has been provided with the name of a person in Market Rasen.

 

The resident who wished to use the playing field to land a helicopter in to bring his daughter for her wedding had been contacted to ensure sufficient people would be available for safety reasons and to ensure the helicopter is not damaged.  This had been confirmed and a donation towards the upkeep of the playing field would be made.

 

As this was a return for CC Turner after illness the Parish Council had nothing to report to him at this stage as DC Strange, who is also a CC for another area had been helping out with any problems.

 

DC Strange advised that contracts were being looked at for Highways and during the Election they had lost 5 members to the Liberals at WLDC and Councillor Geoff Summers had been deposed as Chairman of the Council.

 

Central Government is looking at better Rural Funding and Social Care for people leaving hospital.

Finance Minute 1

 

The Year end accounts for 2018-2019 had been completed.  The Parish Council read and agreed the Annual Governance Statement 2019/19 and this was signed by the Chairman and the Clerk

The Accounting Statement for 2018-2019 read and agreed by the Parish Council and signed by the Chairman and the Clerk.

 

The Accounts would now go to the internal Auditor for inspection.                            3JS

 

Parish Council vacancy

 

A letter had been sent to Parish Councillor Denniss advising a resident would like to be considered as a Councillor.  Councillor Denniss had passed this to the Clerk to follow up and further details had been asked for.  These were given and the confirmation and also that the person who was applying met the required standards.  The Parish Council discussed the application and it was proposed, seconded and agreed to invite the person to join the Parish Council.  A letter to be sent out along with the relevant forms for completion and the Code of Conduct with an invitation to the next meeting.            4JS

    

Planning

 

Deers Leep Properties – amended application for Church Farm South Kelsey.  Application for the development for 5 properties.

 

All residents that the development would affect had been sent a copy of the plan and a letter inviting each to the Parish Council Meeting to give their views.  One resident at the meeting believed the site would be better and had no concerns.  The Parish Council had no objections to the application but wished for observations to WLDC be made. 

 

These were, why was the whole site not being developed as in previous schemes, and should the far end of the site not be, then a Condition should be placed in the Permission to ensure the site is kept tidy.  The water at the bottom of the site does flood the properties around, and due to the size of the properties to ensure there is sufficient parking for all vehicles and they would not be left on the side of the road. 

 

Other observations were that who would be responsible for the green space and would the road be adopted.  A letter to be sent to WLDC commenting on these items.        5JS                     

 

 Egdon – application for change in several conditions and installation of security and welfare cabins, 5 water bowsers, generator and associated facilities.

The Parish Council had looked further into what had been told by resident’s reference the applications. There had been disruptions at the site at Biscathorpe with the Police being called and arrests being made.  An informal camp had been set up and vehicles were being stopped coming in and out of the site. 

 

The noise levels for Smithfield Road would be the same as Biscathorpe.

 

The applicants had been advised by the Police to have higher fencing around the Smithfield Road site due to the problems with protesters at Biscathorpe.  The working hours had been lengthened to allow for any delivery lorry turning up could be tipped and sent out without having to stay within the site overnight.

 

The lights would be for checking vehicles when it was dark.

 

The Parish Council had discussed the application and written to LCC objecting to –

 

Proposed extension of height of fencing from 1.2metres to 2.4metres

Proposed 2 lighting security towers on the access road

Proposed increase in noise thresholds

Proposed increase in operating hours

 

Since the meetings there had been several emails from a Moortown resident, copying in many other objectors asking why the Minutes of the May meeting were not on the net in May.  The Minutes of the last meeting have to be signed off at the next one – June and then were on the net 2 days later.

 

Also had the Parish Council sent in objections to the Planning Applications as they were not showing on the Planning Portal.  A letter had been sent to LCC and the resident was advised of this.

 

A copy of the letter was requested and also when would the Minutes of the APM be on the web.

 

A copy was forwarded and a response that the Minutes of the APM would be signed off at the next APM in 2020 and then put on the web.

 

The next email complained that the Parish Council had not in its letter of objection included other items and wanted an additional letter to be sent to LCC and perhaps the details were missed in the note taking.

 

A response was that the Parish Council could discuss the items mentioned and if wished could send a further letter of objection.  The Parish Council agreed it had discussed the applications and sent in its objections and no more would be sent.

 

Nothing had been lost in the note taking the objections were what the Parish Council wish to send.

 

As all these emails had been copied to all as in the original, a rather offensive reply came from one and Parish Council will be mentioned this to the lead writer when at in contact.

 

Since then it has been questioned if the Parish Council had actually sent the letter of objections to LCC as had been told they had not.  A reply was set advising the Parish Council letter had been sent, acknowledged and on the website.

 

An apology in reply was received and asked which website it was referring to, advised LCC.

originally been reported on 1 May 2019 however no work had been carried out and

the Parish Council believed this to be a dangerous area.

Matters Arising 

 

Now the Parish Council was signed up to the Lincolnshire Funding Portal grants to

fund new play equipment on the playing field were to be looked into.  The Parish

Council discussed what was to be replaced and agreed to first look at the replacement

of the swings and the slide.  Prices were to be obtained fist for cost and then to the

funding opportunities.                                                                                                      6JS

Grounds person

 

A list of the duties for the Grounds person had been made and the Parish Council

discussed these and found to be complete.  The requested for any damage or anything untoward seen on the field was asked to be reported back to the Clerk. The details to

Website

 

A resident had volunteered to set up a new Parish Council website for which the Council was most grateful.  He came along to discuss what the Parish Council wanted from the

site – what functions and should local businesses be asked if they wish to sponsor it and

be recognised as doing so on the site.  If sponsorship was received and the total came to more than the cost it was asked what should be done with the money

 

The Clerk to check with LALC for advice.                                                                      9JS 

 

The Parish Councillors were to go away and think what they would wish to see on the site and the resident would put together a start to it.

 

There being no further business the Chairman closed the meeting at 9.37 pm, the next meeting will be held on 8 July 2019, in South Kelsey Village Hall.
