SOUTH KELSEY AND MOORTOWN PARISH COUNCIL

HELD ON

MONDAY 2 SEPTEMBER 2019

The members of the public present were from the group who had objections to the Planning Permission from Egdon to apply for the change of Conditions.

 

Thanks were given to the Parish Council for putting in an objection to points that were requested to be changed in the Conditions.

 

Permission had been granted with the working hours not given the increase requested, the decibels could not be increased and the lights not given the go ahead.

 

The site had to be worked and put back in the state it was at the beginning by the 20 December 2020.  As there are major road works in Holton le Moor due to mains sewerage being installed, the route the lorries must take to and from the site goes through this village to the A46.  As this work will not be completed until 20 January 2020, it is thought Egdon may request an extension in time.  There are too many residential properties for the route to be changed to go through Brigg and it was felt that should that road be used then it would be a breach of Conditions.

 

This to be checked with LCC.                                                                             1JS

 

The noise level should be monitored but it was not expected this would be carried out by Egdon.  However if the level was believed to be above the range agreed LCC should be asked to check.  How are decibels measured is a difficult situation and the residents would wish to be able to prove an increase to give proof to LCC. 

 

It was said that it was felt that the Parish Council was not always as understanding as now, about the feelings of residents regarding the Egdon applications.

 

Details of the road closures to be sent to the group along with those of the website.  Any further information on the closures to be forwarded.                                  2JS

 

As mentioned in previous Minutes the Parish Council brought it to the attention of the group the rather rude email sent to the Parish Council.  It was requested that the person involved not to send such emails.  One person asked if this had been responded to and was advised it had not.  It was asked why and told that it did not wish to antagonise the situation.

 

DC Strange stated he believed it was not right to send these emails to the Parish Council especially as the Councillors are all volunteers and should not have to take abuse.

 

The Minutes of 8 July 2019 were read, agreed and signed by the Vice Chairman as a true record.

 

Clerks Report

 

A letter had been sent to Mike Reed, Ben Attridge and Robin Gill at LCC Highways along with County Councillor Turner in relation to the disgraceful state of Thornton Road.

 

Eventually a response was received from Mike Reed saying thank you for the update

and that he had visited the site on 6 August 2019.  He understood the road does not look in good repair due the patching etc, but was found to be perfectly safe.  He will discuss the finances for the next year and the Officer will check if the road requires work.

 

The response from Ben Attridge was an automated response.

 

Another letter was sent, but missing out Ben Attridge, that the road was being used

greatly by residents due to the closure at Holton le Moor up to the A46, to which he thanked the Parish Council for the update.

 

CC Turner had previously advised that the defects of the road had not been reported

sufficiently to warrant work to be carried out.  The Parish Council rejected this as it has the correspondence to prove it has been reported on many occasions.

 

A letter had been sent to Mike Reed, Ben Attridge and Robin Gill at LCC Highways along with CC Turner about the slate still being on the frontage at Washcroft House Moortown, some 3 years since the residents were given a time limit to have grass reinstated.  The slate is on the verge which is Highways property.

 

No response had been received.

 

District Councillor Strange was in attendance and was perturbed that these and 2 other problems in the Parish had not been attended to.  DC Strange is a County Councillor but not for this area, but suggested all details were sent to him and CC Turner and would speak to Mike Reed at LCC Highways for some action to be taken.

The two other problems listed through LCC, are the white fencing on Station Road Moortown which needs repair, and the tree behind the bus shelter on Station Road growing through the roof of a building.  Both these were reported in November 2018.

The one regarding the roof had been closed by an Officer but was now open.

 

The Parish Council does report and chase up Highways work on a regular basis but regularly has no control over when the work will be carried out.

 

A letter of thanks had been sent to the Internal Auditor.

 

DC Strange advised that the Government was handing out some money and LCC was due to receive some.

Planning

 

Oak View Station Road Moortown – A new Planning application for alterations and extension.

 

The Parish Council had no objections to the application and a letter had been sent to WLDC Planning advising so.         

 

This was now an amended plan and the Parish Council had no objections.  A letter to be sent to WLDC advising this.                                                                  4JS     

 

North View Brigg Road South Kelsey – Planning application for two dwelling with conservation area to the rear.             

 

The Parish Council had thoroughly discussed the application and a letter had been sent to WLDC Planning with its objections.

 

Rose Cottage Station Road Moortown – Planning Application for an extension and alterations to the cottage.

 

A letter had been sent to WLDC Planning advising there were no objections to the application.                                                  

 

Church Farm – the Parish Council was concerned the entrance to the development would not reach the 5 metre width as stated by Highways for the actual road.  The entrance could not be widened due to the residence and the church wall.  A response to the Parish Council came that it had all been agreed by Highways and would be correct.  The Parish Council is still concerned that the entrance is only one car width wide and vehicles could be standing in the centre of Waddingham Road waiting to turn in.

 

Piggery Appeal

 

The Parish Council had asked WLDC Planning if the new documents received from the Agent did constitute an Environmental Impact Assessment.  It had responded that the Parish Council would have to ask this Planning Inspectorate if this was the case.  The Parish Council was aware it would not receive any comments due to the Appeal.

 

The Parish Council had written to the Planning Inspectorate giving its objections to the application.

 

Bank details had been provided to the people who used the playing field to land a helicopter to bring the bride to church to enable a donation to be made towards the upkeep of the playing field.

North Kelsey Parish Council – advising the Caistor Post Office had contacted South

                                                  Kelsey but believed he was on holiday at present

 

Police Report – June/July and August. There had been one report of a burglary in

                                                              South Kelsey

 

Moortown Resident – requesting the Parish Council find if WLDC Building Control

                                    was able to carry out a group inspection for the connection to

                                    the new sewerage system

Moortown Resident – reference WLDC Building Control Inspection for those being

                                    of the usual figure was quoted with the drainage needed to be

                                    seen not covered over.  A list of all names and addresses would

                                    need to be provided

 

Matters Arising 

 

The Parish Council had not heard back about the donation being paid into the bank account and agreed to send another reminder.                                                5JS

 

The LALC News included details about a Tree Charter.  The Parish Council agreed to sign up to the Charter to encourage others as to why trees are needed and why we should be planting more.  Of the last 29 trees planted in the playing field only one remains.  This is due to people allowing children and dogs to remove the canes and spirals protecting the small trees.  It was hoped that should more trees be planted that people would be more considerate in what was being done to them.

 

The LALC News had details regarding outstanding Audit forms which should have been received by PKF Littlejohn on the 1 July 2019.   There were 122 in total, of which South Kelsey and Moortown was included.

 

Grants for churches were also included in the News and this had been forwarded to Jane Beeson Church Warden and David Bradbury Treasurer.

 

Included were details of new Financial Regulations available for NALC to which the Parish Council were to investigate and further information on Neighbourhood Planning.

 

The Neighbourhood Plan would be looked at again once the Parish Council new website is up and running.

 

This would hopefully encourage more people to take part in its development.  Previously one had been started but due to lack of participants this had been abandoned.

 

It is thought that some of the undergrowth had been removed making the foot path wider.

 

The system for recycling ink cartridges was thought to be a way to generate more finances for the villages.  When the website is up and running this to be advertised there.

 

As Caistor Post Office was not happy with pricing of an increase of £1 hour to hire the North Kelsey village hall he had contacted South Kelsey but stating the increase was to £5.00 per hour.  He had been spoken to by a Councillor and advised it would be £3.50 in South Kelsey.  At present he was away on Holiday.

 

Playing field

 

The prices from two suppliers had been received for playground equipment with one saying accurate pricing would be given once a grant had been obtained.  This was felt to be not a satisfactory situation with that supplier.  The correct grant for the Parish Council is being investigated.

 

Website

 

The meeting for the discussion of the new website would have to be postponed due to some Councillors being unable to attend.  The meeting to be re arranged.           6JS

 

There being no further business the Chairman closed the meeting at 9.28 pm the next meeting will be held on 7 October 2019 at 7.30pm, in South Kelsey Village Hall.
