Again there were several members of the public from various villages around who were against the Planning Applications by Egdon.
As the Parish Council now had a full copy of the letter sent to some of the residents of Moortown, a letter asking questions relating to it had been sent to Egdon.
It was felt by them that the comments in the letter had been rather ambiguous in relation to which Parish Councils supported or were against the applications.
It was agreed that a letter be sent to Egdon stating some of the comments included in the letter were rather ambiguous and that there had been objections from South and North Parish Council, Holton le Moor and Caistor.
It is know the site must be cleared by the end of 2020 and work would not commence until the Anglian Water road closures would be complete. Would the time left in 2020 be sufficient to carry out the exploration?
A Community Liaison Group is to be set up (CLG) and it was hoped it would include a cross section of residents and include some who were against the application.
It was hope that future letters to residents would include the complete village and Holton le Moor and the Parish Councils.
The 3 other Parish Councils in the area – North Kelsey, Holton le Moor and Caistor had been asked if they had received the same letter and the answer from all came back as a no. A copy of the said letter had then been forwarded for their information.
The leader of the group against the applications did not agree that the letter should have been forwarded to the other Councils. However the Parish Council said it was an open letter and not just for Moortown, and other Councils should have a copy to enable them to keep up to date with information.
Having spoken to their Consultant the Parish Council a confirmation letter had been received from the original sender – Martin Brooks Production and HSE Manager.
Egdon were keen to engage with local people and any advice from the Parish Council was welcome. There had not been much to share at present but they would communicate further when timescales were set and this would be through a mailing list and the Parish Councils.
Soil samples have been taken from the site and no other work until the road is reopened.
Egdon were delighted to know the Parish Council would think about future membership of the CLG from the Parish Council and residents.
Further work needs to be carried out prior to starting the constructions site and timescales are not yet known.
After speaking with the consultant and advising not all residents in Moortown had received a recent letter it was asked if the addresses could be provided for these. As the Parish Council was not aware of these a request was made to the leader of the group to help in providing, and an email had been sent asking this.
A letter had been sent to Council Clerks confirming a small amount of work had been carried out on soil sampling at the site and an application to the Environment Agency was now being submitted for an Environmental Permit. This is Standard Rules permit which references and allows a number of activities. Egdon confirms it has no intention of using acids as part of the development and also there will be no fracking.
A Construction Quality Assurance Plan to cover installation of the impermeable membrane during construction. This will be reviewed, approved and verified by the Environmental Agency who will inspect the site during construction to ensure the plan is applied and adhered to.
The leader of the group kept emphasising that the work would take 49 weeks to achieve and Egdon would have insufficient time to complete and would come back asking for an extension in time. This is not known at present if this will be true, but would be consulted on at the time.

The Minutes of the meeting of the 2 December 2019 were read and signed by the Chairman as a true record.
Minutes for a Parish Council meeting are prepared for the following meeting, then heard by the Council and signed. These are then available for display on notice boards and website. For example – the Minutes from the meeting held on 3 February 2020 will not be heard until the next meeting on 9 March 2020, then agreed and signed.
Clerks Report
A letter had been sent to Egdon in relation to the letter they had sent to a selective few in Moortown and bringing forward some points raised within it.
The Parish Council asked the other Councils in the area if they had received this same letter. As the letter had not been received a copy was forwarded to each.
The suggestions from Wicksteed are to be taken into account and work carried out.
Councillor Stimson and the Clerk agreed to carry this out and to purchase some soil to fill in the holes in the playing field. When to carry out the work would depend on the weather.
District Councillor Strange told there is a new Chairman at WLDC -Ian Knowles with Charles McNeil being the new Leader.
Councillor Strange had spoken to Economic Development regarding the application for an agricultural workers dwelling at Hall Farm Park being turned down. The application now for a dwelling by Lethbridges for an agricultural dwelling at Hunger Hill is the identical situation and should this be given permission the Hall Farm application should also.
A culvert on Holton le Moor Road will be repaired during April and the road closed at that time. The work to be carried out is essential.
The subsidence at Brandy Wharf was being looked at for future work to be carried out.
The Parish Council did advise DC Strange about the condition of Station Road Moortown and of Thornton Road South Kelsey along with the white fencing along the road to Nettleton which was reported in October 2018. Due to Councillor Strange not being the County Councillor for this area there is only a limited amount which he is able to do.
Unfortunately the County Councillor for this area is still ill at present and unable to carry out work.

The completed final Precept for 2020-2021 had been returned to West Lindsey District Council.
The new battery and pads were in the defib at the village hall and the machine being checked regularly and noted on the report sheet.
It was not known if the defib at the Skipworth was being checked and Councillor Stimson agreed to look into this.
Planning
Outline Planning Permission – land west of North End Cottage North End Lane South Kelsey – one dwelling.

with detached garage.
The Parish Council had no objections to the application and a letter to be sent to WLDC advising of this. 2JS

It was reported by a resident that the Watermill Caravan Park had been illegally discharging full septic tanks into the dyke. Also that some old caravans had been broken up and used as land fill. The Parish Council takes these reports very seriously and the Environment Agency be contacted to report the breach. 4JS

Matters Arising
Due to the slate not having been removed from the frontage ate Walshcroft House by LCC in the time scale advised an email was sent to CC Hill Leader. It was not known at that time as why the work had not been carried out but enquiries were being made. A further response came advising on another date.
The Parish Council will be pleased when this long running situation to remove the slate will be completed. LCC were to reinstate the verge due the residents not having done so themselves within the timescale. The Parish Council agreed it was its duty to continue to have the verge reinstated as the land was owned by Highways and the work was not carried out by an official Highways registered company. The slate was dangerous to pedestrians when having to walk on it due to motorists.
The details of the British Spring Clean to be put on both notice boards and at the village hall. Residents, if so wished could collect sacks, grabbers and High Vis jackets supplied by WLDC from Hall Farm Park. Any full sacks to be returned to Hall Park Farm and these would then be collected by WLDC. 5JS
No response had been received from CC Davies in regard to the email sent about the fencing and the state of the road. This is not the first time CC Davies has not responded to the Parish Council and thought by the Parish Council to be very rude.

The LALC News included a reminder of the Local Government Association (LGA) guidance on Councillor intimidation. This includes guidance on general safety and how to deal with intimidating behaviour from residents.
A copy to be given to all of the Parish Councillors. 8JS
A new Code of Conduct for Councillors will be developed by NALC.
The road closures at Moortown/Holton le Moor were due to Anglian Water opening the road in advance of completing their work. This was to allow for motorists to rejoin the A46 as its closure at the Holton le Moor crossing was due to flooding.
A resident of Moortown had also contacted LCC Highways relating to the condition of Station Road and been told that a surveyor would look at it the following week.
These roads are supposed to be surveyed every 3 months according to LCC.
The Parish Council has continued to report the state of this road and Thornton Road South Kelsey and will continue to do so until something is actually done.
Website
The person helping the Parish Council with the new website came to discuss the way forward. Who would have access to the site and control the editing. A section could be for sponsorship of the site and to acknowledge the business and a link to their own site.
To pay for the running of the site the Parish Council would purchase a prepaid card as it does not have a card of its own. The Parish Council to discuss this and agree as to when to take it forward. The LCC site would be maintained by them until the end of March.

Playground
Further up to date quotes for play equipment have been requested and including a nature aspect. The correct type of grant is still being looked at.
Notices had been placed on both notice boards advertising the position of Grounds person and for grass cutting for the 2020 season.
There being no further business the Chairman closed the meeting at 9.50 pm the next meeting will be held on 9 March 2020 at 7.30pm, in South Kelsey Village Hall.
