The Minutes of 7 October 2019 were read, agreed and signed by the Chairman as a true record.

 

Clerks Report

 

A copy of the correspondence with LCC Planning reference the Egdon Application had been forwarded to the leader of the group who were against the application.

 

A letter had been sent to Councillor Davies reference the slate on the frontage at Washcroft House.  The Parish Council has for several years been trying to ensure the slate was removed and the grass verge reinstated as this was Highways land.  The slate is dangerous and not an ideal surface for a pedestrian to step on to, to avoid traffic. 

 

As no response had been received from Councillor Davies despite 2 attempts of the email having been sent the Parish Council discussed the situation and the best way forward.  It was proposed, seconded and carried that a copy of the email be sent to LCC Council Leader - Councillor Hill requesting action be taken to remove the slate.

A letter had been sent to WLDC Planning giving the objections for the outline application for two properties on North End Lane.

 

The completed forms to join the Tree Charter had been returned and accepted.

 

Thirty trees had been ordered for the playing field and should arrive in March.  The purchase of tree guards and canes would be purchased once the saplings arrived.  It was hoped that once planted the guards and canes would remain in place for the trees to grow with support and not be eaten by rabbits.  Also the Parish Council wished for respect to be shown to these and not allow the canes or guards to be removed and respect also for the existing trees being left to help the environment.

 

The completed form to enable the Parish Council to have an up to date version of the Register of Electors had been returned to WLDC.

This is the time of year for the Precept for 2020 – 2021 to be set.  The Parish Council took into account all the amounts paid out and there likely increases.  It was proposed seconded and carried that a figure of £6720 be requested, this being just over 5% increase.  The completed estimate form to be returned to WLDC.  The Final figure will be discussed at the next Parish Council meeting and the form returned prior to the 29 January 2020.                                                                                                 2JS

 

The Precept calculator sent from WLDC had not been in working order and many emails had been sent back requesting this to be corrected.  Despite this telephone calls were made with the promise is would be put right.  This was a long time being corrected and would not have if it had not been done by 2 very helpful people at WLDC.  A letter of thanks had been sent to both from the Clerk.

 

Planning

 

Land on North End Lane South Kelsey – Amended Outline Planning Application for

                                                                  one dwelling

 

The Parish Council had objected to two dwellings on the site but was pleased it had now been reduced to one and had no objects on this.

Matters Arising 

 

Details of the theft from a property had been put on the notice boards and website

 

The details about the Volunteer fro the Standards Code of Conduct had been sent to all Parish Councillors.

 

WLDC had been contacted in relation to grants for Pocket Parks – small areas to be transformed into a new Pocket Park or perform works to an existing space.  This could be used to update the play equipment. The details of the Conditions for the grant are being considered.

 

Playground

 

The inspection for the playground equipment had been arranged for the 6 November 2019.

 

Moortown Monument

 

The Monument at Moortown crossroads had been repaired by Councillor Legg along with cleaning out the flower tubs, replacing the soil and bulbs and cutting the trees back.

 

Website

 

The Parish Council agreed to leave the updating of the website until into the New Year.

 

There being no further business the Chairman closed the meeting at 8.25 pm the next meeting will be held on 2 December 2019 at 7.30pm, in South Kelsey Village Hall.
