The Minutes of 4 November 2019 were read, agreed and signed by the Chairman as a true record.

 

Clerks Report

 

A letter had been sent to Lincolnshire County Council Leader Councillor Hill regarding the slate on the frontage of Washcroft House at Moortown.  A response had been received advising the work would be carried out shortly.  The Parish Council would follow this up to ensure the work was carried out.

 

Egdon

 

The leader of the group against the Egdon development was present at the meeting and brought along a copy of the letter some residents in Moortown had received.  It did not include the dwellings nearest to the development.  Had the other Parish Councils received this letter as it was clear that South Kelsey Parish Council clearly was not?

 

The letter states that Egdon was granted permission by LCC in 2014 and supported by both North and South Kelsey Parish Councils and continues to the permission being extended in May 2018.  Reading as this was supported by the two Parish Councils.  This was not the case and was rather ambiguous in its statement.

 

Other Councils against the application were Caistor and Holton le Moor. 

 

Due to the continued work by Anglian Water in Holton le Moor the road was not due to be open until into February 2020 and this is the major route to be used by Egdon traffic.  Egdon must be off the site by the end of 2020 and it was asked if there was sufficient time to carry out the work or would an extension of time be requested.

There was to be a Community Liaison Group set up taking in a cross section of representatives and it was thought this may be made up of who Egdon would choose and no objectors included. 

 

It was asked if the group could rely on the continued support of the Parish Council and asked for a letter to be sent to Egdon asking for its contents to be clarified.  The Parish Council agreed to write asking the questions and also to the other Parish Council if they were in receipt of the letter.                                                              1JS

The completed Estimated Precept form for 2020-2021had been sent to West Lindsey District Council.

 

The Parish Council discussed the figure for the Estimated Precept and it was proposed, seconded and carried that the figure should remain the same for the actual figure to be set - £6720.

 

The final completed form to be sent to WLDC Finance.                                        2JS 

 

As the final date for returning the completed form was the end of January and the next meeting for the Parish Council being February the figure had been agreed at this meeting to ensure there was no late submission.

 

Planning

 

Planning Application North End Lane – a letter had been sent to WLDC advising the Parish Council had no objections to the application now it had been reduced to one dwelling.

Power for People – request to support Local Electricity Bill – would allow local

                                Communities to sell locally generated clean energy directly

                                to local customers

 

WLDC – river levels being monitored and flood alerts being issued

 

Environment Agency – monitoring the water levels at Brandy Wharf.  Operating

                                       South Ferriby lock to reduce water, will close during high

                                       tide to prevent tidal water from the Humber entering the

                                       Ancholme and will open when the tide recedes to allow the

                                       river water to discharge

 

Environment Agency – update on flooding at Brandy Wharf – pumps being used to

                                       return the water to the Ancholme

 

Neighbourhood Police – Parish Council Cluster meeting postponed due to lack of

                                        response.  South Kelsey had responded with the intention

                                        of attending

 

Police Report – October – a number of vehicles being set alight in fields, found to be

                                           stolen.  Transit vans have had their engines removed

 

Anglian Water – A46 flooded and a request from LCC Highways resulted in the

                            Holton le Moor road being reinstated and opened to allow for local

                            traffic use.  Road will then close from 6 January 2020 for

                            approximately 6 to 8 weeks for the completion of the works

Matters Arising 

 

There were no matters arising.

 

Playground

 

Quotes had been received for some new play equipment for the children’s play area.  As the Pocket Parks application was found to be more successful should an item of a more natural look be included – play mound with tunnel or slide, costing to be obtained to put forwarded with application.  The Parish Council agreed for the Clerk to continue with the work for the application once the quotes had been received.

 

The Wicksteed playground inspection had been completed and there were suggestions to improve the area, these to be taken into account.                             3JS

 

There being no further business the Chairman closed the meeting at 9.10 pm the next meeting will be held on 3 February 2020 at 7.30pm, in South Kelsey Village Hall.
