The Minutes of the 3 June were read, agreed and signed by the Chairman as a true record.
At the start of the meeting Councillor Denniss asked it to be put in the Minutes as a request from the Engineer in charge of the works that the road closure on the South Kelsey to Moortown Road had over run by two weeks. This had been due to obstructions to the work by two local residents.
Clerks Report
The Clerk at North Kelsey Parish Council had been contacted and a message left. A letter from North Kelsey to LCC Planning relating to the application from Egdon had been found on their website.
A letter had been sent to the new Councillor to attend the next meeting.
Prices had been requested for play ground equipment and once received grants were to be looked into. 1JS
The fire safety notices had been put on both notice boards.
The list of Grounds person duties had been forwarded to the person carrying out the work.
LALC had been contacted regarding sponsorship for the website
County Councillor Turner was in attendance at the meeting and was advised of the continuing Highways problems in the village. Thornton Road was a big issue but the Parish Council was told that perhaps its condition had not been reported enough for it to be of a necessity to repair. Highways should check the road every three months.
The Parish Council was very concerned about the state of Thornton Road and despite numerous emails reporting its state nothing had been done.
A letter to be sent to the head of Highways North, his deputy, Willingham Hall and CC Turner again requesting work is carried out. 2JS
Washcroft House Kelsey Road Moortown – the slate is still on the area of the grass verge despite the residents being required to remove it. LCC Highways had been contacted on several occasions on this and some years later still nothing had been done about its removal.
A letter to be sent to the Head of Highways North, his deputy, Willingham Hall and CC Turner asking why the resident were still allowed to keep the slate in place when it is in a place where pedestrians would stand when vehicles come by and is believed not to be a safe surface. Also the land belongs to LCC Highways. 3JS

The Accounts have been to the internal auditor and returned. The Notice of Public Rights for inspection of the accounts had been put on the website and both notice boards. The time for inspection was from 17 June to 28 July 2019.
The Accounts were to be filed with the External Auditor under exemption.

Planning
Rose Cottage Station Road Moortown – Planning application for an extension and alterations to the existing cottage
The Parish Council had no objections to the application and a letter to be sent to WLDC Planning advising so. 5JS
Oak View Station Road Moortown – Planning application for alterations and extension.

Burnside Cottage Brigg Road Moortown – Planning Permission to create new access next to existing dropped curb.
Notification under Electricity Act 1989 Overhead lines exemption regulations 2009 erect a wooden pole on land off Holton Road Moortown.
Egdon Smithfield Road Moortown – Planning Permission to alter conditions. The working hours were to be until 17.30 only and the sound not to be increased.
Church Farm South Kelsey – The Parish Council had sent its view on the application to WLDC. Planning permission had been given, however the Parish Council was concerned about the road details on the permission. WLDC had stated the road would be adopted and must be a minimum of 5 metres wide an as was only in pencil on the plans and no width given. The entrance from the road to where the site begins is to be questioned as to if this should be 5 metres wide and become part of the road.
The Parish Council was ask WLDC for clarification for the entrance/road as this could be dangerous for vehicles waiting to go down the entrance as it is only one car width and cannot be widened due to a residence and the church. 7JS
The Permission did not use the complete site and although the Parish Council had requested a condition be put into this for the remainder of the site to be kept tidy, WLDC felt this could not be done.
Brandy Wharf Piggery – the application for another fattening unit had gone to Appeal. The Parish Council had been sent a copy of more documents as requested by the Planning Inspectorate and were asked to comment. To date the Applicant had not provided an Environmental Impact Assessment (EIA) and this was requested as part of the application sent to WLDC.
The Parish Council agreed to ask WLDC Planning if the documents were now considered to be part of an EIA. 8JS
The Parish Council discussed the new information and was still of the opinion the details were insufficient. Poultry units were referred to as in the original so the document had not been read and changed. Pollution figures stated were from 1000 weaners and only the ones that were to be housed in the new unit with no consideration taken to the existing number on site.
The figures are from documented estimates – not actual. It is understood no tests on the pollution was carried out prior to building or during the increase in units as no results are available.
The Parish Council were to write to the Planning Inspectorate incorporating these items. 9JS

Matters Arising
The Parish Council was asked if the details of the bank could be given out for the money to be paid in for the donation when the helicopter landed in the playing field for the wedding. It was agree for this to be given out. 10JS
The damaged fence in the playing field had been repaired by Councillor Stimson.
The Skip had been contacted and the defib was now back in place.
The Parish Council had already completed a questionnaire for the villages and commenced a Parish Plan. However as the Group to carry this out was to be made up of a cross section of the villagers and only an occasional one would attend this had been given up.
Once the new website is up and running the Parish Council would start the process again and hope more volunteers with a vision for the well being of the villages, and not single minded, would come forward.

The new website details were going along well with another date to be set for moving it along.
Councillor Fox brought it to the attention of the Council that the pavement along Thornton Road had in one place the cuttings left from where the hedge had been clipped.
The Parish Council agreed to write requesting this be cleared so the pavement could be used for people pushing buggies or wheelchairs. 11JS
There being no further business the Chairman closed the meeting at 9.10 pm, the next meeting will be held on 2 September 2019, in South Kelsey Village Hall.
