MINUTES
The Minutes of the meeting of 4 October 2021were read and signed by the Chair as a true record.
CLERKS REPORT
An update on the two problem pathways in South Kelsey had been sent to CC Smith.
The Outreach Advisor at the Woodland Trust had been written to confirming the Parish Council was in favour of an area along the lhs of the road to Moortown being planted as woodland.
The WLDC Business Brief was put on both notice boards and the website.
Leaflets were distributed to each household in both villages advising of the meeting with Quickline. The meeting was successful with more people signing up for the service. The original list of interested parties was forwarded to Quickline.
The Parish Council had made a request to the Charity Commission asking if any caveats were put in place when the Charity was formed. Should further documents be available from when the Charity was formed and by whom, the Parish Council is asking for copies.
A thank you letter had been written to the litter pickers who continue to keep the village tidy.
County Councillor Tom Smith
CC Smith had received a response from Highways regarding the resurfacing on Thornton Road and as to why the complete road had not had the work carried out. It is understood that schedules had been changed to have what work was carried out and no further
alterations were to be made.
CC Smith is following up as to when work will be carried out on the two Footpaths in South Kelsey.
District Councillor Morris was unable to attend the meeting due to a Council meeting at WLDC but did send an update.
The District Council had been notified of a number of forthcoming planning applications to create solar farms on land in WLDC that would connect to the national grid at existing power station sites in Nottinghamshire.
The new waste depot for WLDC at Caenby Corner is nearing completion and almost ready for handover. This new facility should hopefully enable WLDC residents to receive their purple lidded bins for a separate collection of paper and cardboard as early as next spring.

Precept
This was thoroughly discussed by the Parish Council. The costs should a contested Election be held will be £2800 plus 43p per voting Poll card for each Elector.
This amount the Parish Council must pay to WLDC should there be a contested election, is thought to be rather high in price. It was proposed, seconded and carried that a letter be sent to Edward Leigh MP giving the Parish Councils thoughts on the costing.

It was proposed that the Council hold an open meeting with the villagers to discuss various options in relation to setting the next Precept due to concerns over future planned expenditure. However, the proposal was overruled by the Council.
It was proposed, seconded and carried that an increase of 6% be requested giving a total figure of £7123.
Lloyds Bank – reference the incorrect sum being submitted on a cheque. This is the
second time a mistake has been made on a cheque and an incorrect
figure being made on an inter account transfer

PLANNING
Application – Watermill Farm Station Road Moortown - 143579
Application to vary Condition 2 and 5 of planning permission 121138 granted 8 January 2009 to allow for the addition of a further 9 static caravans – being variation of Condition 6 of 126399 granted 25 February 2011 to change the use from “late arrivals” touring caravans to siting of 18no static caravans
The Parish Council had no objections and a letter had been sent to WLDC advising of this
College Farm Waddingham Road Permission given to remove a section of hedge to enable
the cleaning out of the ditch safely to aid flood relief.

The Parish Council had no objections to the application and a letter be sent to WLDC

The broadband meeting to be held with WLDC and Quickline was to be advertised through a leaflet drop in both villages. The A5 fliers were printed and the paper supplied free of any charge by Councillor Stimson.

Some residents had received a card from Quickline giving details on the dish method of broadband. The Parish Council had no involvement in these leaflets being distributed.

A letter of thanks had been written to the litter pickers who continually work around the village. This had been put on the website, the notice board in South Kelsey and a hard copy to give to the actual workers
Church Warden – a response was sent to the letter asking what the Parish Council was
going to do about the dog fouling and saying it is the responsibility of
everyone to report dog fouling

PCSO – reminder for the 4 November 2021 for the Police visit and confirmation it is
still to take place

MATTES ARISING
The letter from a resident reference the ongoing site work at Beasthorpe Farm had been forwarded to all the Councillors.
The NALC guide on website access ability had been forwarded to the Parish Councillors.
The request to WLDC for a further dog bin on the grass opposite Forge Close had been responded to. A dog bin would cost the Parish Council £150 and a rubbish bin cost £105 both installed for the figure. The resident’s local to the area to be contacted for their views of the siting of a bin outside their properties. 1 PC Probets
The information on the provision of salt for the area had been forwarded to all Parish Councillors. The actual salt bins are usually filled by WLDC and should they become empty, contact may be made for these to be refilled.
The LALC e-news contained an item on Councillor Personal safety and also lone working in buildings. The Parish Councillors had this information brought to their attention.
The owner of the field on Thornton Road where the water is flowing out of and causing a flood when there is an amount of rain is to be contacted to try and find a solution. 3JS
PLAYING FIELD
As a risk assessment is required for the playing field it was discussed who would actually carry this out, or indeed who was qualified to do this. Details on the HSE website are available as to where to start on this.
EGDON
Egdon Resources application to drill for oil at Biscathorpe was turned down by Lincolnshire County Council. The Company stated there was an amount of oil there to be extracted to supply approximately 15years. The Council felt that the impact would be greater than the benefits to the protected natural beauty area.
QUICKLINE
A majority of Moortown residents had signed up to fast fibre. Watermill Farm aerial will be increased in size and be directed to Moortown to enable the availability of fast speed. All the details from new interested parties had been forwarded.
NOTICE BOARD
The notice board in South Kelsey is still in need of repair to a warped door. The supplier had despite many reminders failed to come and carry out the work. The side of the board had not been used to enable the work to be carried out. The supplier to be contacted once more for a date when the work will be carried out. 4JS
WAR GRAVE SIGN
Some months ago the Parish Council had looked into the possibility of having a sign to state there is a War Grave in St Nicholas churchyard. The War Graves Commission had been contacted and all the details supplied to the Parish Council. It is the Parochial Church Committee who would apply for the sign which would be provided, erected and maintained free of charge from the War Graves Commission. All the information to apply for the sign had been sent to the Vicar but to date here had been no update as to what stage the application if submitted had reached. Contact to be made with the church secretary for an update. 5JS
A Resolution was put forward to go to closed session to discuss the Clerks hours in privacy. This was proposed, seconded and carried.
There being no further business the Chair closed the meeting at 10.25 pm. The next meeting will be held on Monday 6 December 2021at 7.30pm in South Kelsey Village Hall.
