Draft Minutes of the Extraordinary Parish Meeting 23 February 2026

Formal Parish Council Meeting commenced; Standing Orders invoked: 

26/001 To receive apologies and reasons for absence   Cllr Todd sent apologies due to illness, which were accepted. 

26/002 To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary interest in agenda items, not previously recorded on Members’ Register of Interests: none noted. 

26/003 To approve draft minutes of the Meeting of the Parish Council held on Monday 8th December   2025: It was RESOLVED that the minutes detailed be accepted as a true record and duly signed by the Chair. 

26/004 Finance Summary and Accounts for Payment: 

  1. Accounting Statements & Unity Trust Bank StatementAfter review, it was RESOLVED that the Accounting Statements for the periods ending 31 December 2025 and 31 January 2026 be approved as true record, and that the Unity Trust Bank statements of transactions dated 31 December 2025 and 31 January 2026 reconcile against the accounting statements. 

  1. Schedule of Payments: After review, it was RESOLVED to approve payments according to the Schedule of Payments and supporting invoices.

  1. Incoming PaymentsAfter review, it was RESOLVED that incoming payments were correct. 

26/005 Planning Applications: 

WL/2026/00047 16/01/2026 to erect 1no. dwelling with all matters reserved. LAND AT WESTFIELD, THORNTON ROAD, SOUTH KELSEY, MARKET RASEN LN7 6PS. Deadline for comments 23.2.26. After discussion, it was resolved no make no comment on the application as no objections were raised. 

WL/2026/00090 26/01/2026 Proposal: Planning application to erect steel portalframe building.  Location: WINGHALE PRIORY FARM, WADDINGHAM ROAD, SOUTH KELSEY, MARKET RASEN LN7 6PN. Deadline for comments 2.3.26. When the application was presented for comment by West Lindsey, it was noted that there were some omissions from the paperwork, and despite contacting the Planning Officer a number of times, these issues have not yet been addressed. It was RESOLVED that the clerk would contact the Planning Officer again to request an extension and for the paperwork to be completed and submitted correctly in time for the councillors to consider at the next formal meeting. 

26/006 To consider tenders for the South Kelsey Grass Cutting and Grounds Maintenance contract: 

It was resolved that, in accordance with the Public Bodies (Admission to Meetings) Act 1960, the press and public be excluded from the meeting for the following item due to the confidential nature of the business to be transacted, namely the consideration of tenders for a contract. 

Six tenders were received and presented to the Councillors, anonymised, and each tender was evaluated according to the evaluation criteria which was issued to all tenderers of the Grass Cutting and Ground Maintenance Tender Document. After careful evaluation against the success criteria, it was RESOLVED to offer the contract to the contractor who scored the highest on the evaluation criteria. The clerk to notify all contractors as soon as possible.
