Draft Minutes of the Parish Council Meeting
held in the Village Hall on 6 February 2023 at 7pm
Present: Juliet Coleman-Scott (Chair), Tina Wiles, Colin Atkin, Andrew Wilkinson, Craig Marriott
In attendance: County Councillor Tom Smith, District Councillor Peter Morris, Gina Andrews (Clerk) and four members of the public
Public forum for parishioners to ask questions:
A resident gave an update on speeding in Moortown, confirming he had spoken to the Police. The meeting confirmed that PCSO Dawn Calling carried out speeds checks in Moortown on 20 January 2023 and recorded vehicle speeds ranged from 27-37mph in a 40mph limit.
Member of the public confirmed that traffic signs left in the South Kelsey have now been removed with the exception of one. Thanks were given to County Cllr Smith and District Cllr Morris for their help in getting these signs removed which were a hazard. Thanks were also made to Cllr Wilkinson for planting flower bulbs around South Kelsey and Moortown.
Resident gave thanks to County Cllr Smith for the replacement of the sign on Holten Road. It was also noted that its new position is better suited to the road.
The dyke before Caistor canal was noted to have sewage in it. Cllr Coleman-Scott to give Cllr Smith ‘What3Words’ of location for investigation with the Internal Drainage Boards (IDBs). ACTION JCS/TS
Residents have raised concerns regarding potholes on Station Road. County Cllr Smith confirmed that this road has not yet been resurfaced. County Cllr Smith to contact Highways regarding resurfacing. ACTION TS
An update on the park bench has been requested. Cllr Coleman-Scott confirmed that this is in hand and shall be ordered as soon as possible. ACTION JCS
The bench by dwellings on West View has been taken away and not replaced. District Councillor Morris to investigate. ACTION PM
Update from County and District Councillors:
LCC: District Cllr Morris confirmed his site visit to North End Lane where a run off is occurring and confirmed speaking to the Planning Officer that a resolution is underway.
District Cllr Morris informed the meeting that greens bins will recommence again on 27 March with a cost of £39 per annum. Collections/bins can be purchased via the West Lindsey website.
District Cllr Morris confirmed that for residents to vote in the May elections at polling booths photo ID is required. District Cllr Morris raised concerns that some residents may not have photo ID but confirmed they would be able to apply for a Voter Authority Certificate at http://www.gov.uk or by post from the DLUHC, or in person from the Guildhall in Gainsborough. Applications will close at 5pm on Tuesday 25th April 2023. Alternatively electors may wish to apply for a postal vote for which the closing date is 5pm on Tuesday the 18th of April 2023. Polling day is the 4th of May 2023 - 7pm until 10pm.
District Cllr Morris confirmed that the Central Lincolnshire Local Plan is still under consultation, to participate on-line please visit

District Cllr Morris kindly informed the meeting that he has funding available for a printer the Parish Council. The Parish Clerk is to research and confirm to Cllr Morris with seven days from the meeting. ACTION GA/PM

23/4 Clerk’s Report on Matters Outstanding and Correspondence.
The Clerk reported telephone meeting with Ali Hickie, Information Officer, Lincolnshire County Council regarding the website. Ms Hickie will be assisting the Council in tidying the website and fixing any broken pages. The Clerk will liaise further with Ms Hickie to do this.
The Clerk further reported that pages with missing information need to be updated or removed if they are no longer relevant. The Clerk requested images of the village taken by Councillors and residents for the website. ACTION GA

5 December 2022 - Cllr Smith forwarded email from A Baxter (LCC) re road closure for resurfacing Thornton Road, Thornton-Le Moor 16-20 January 2023.
5 December 2022 - Mark Strawson, Market Rasen Rotary Club. Re free bulbs for village. These have now been received with thanks.
6 December 2022 - Cllr Smith forwarded letter from Enforcement Delivery Manger, Lincolnshire Road Safety Partnership re the use of ANPR cameras.

13 December 2022 - Celia Chapman, Senior Elections Officer WLDC. Re on-line presentation via Teams on Monday 13 February 2023 regarding all things election.
13 December 2022 - Teri Dimbleby, Project Support Officer, Lincolnshire Voluntary Engagement Team [LVET]. Grants available - FCC Community Action Fund - available to projects located within 10 miles of an eligible FCC Environment site.
20 December 2022 - Cllr Smith forwarded comments and queries from Highways.

17 January 2023 - Lindsey Westman, Lincolnshire Association of Local Councils. Annual Training Scheme 23/24 renewal form. Formed completed and returned 19 January 2023.
20 January 2023 - Dawn Cowling PCSO, Casitor Police - speed checks carried out on the B1434 at Moortown.

23/5 Finance and Accounts for Payment:
JCS presented invoices from South Kelsey Village Hall (£28), the Clerks wages and expenses (Dec £127.39/Jan £136.39), Cllr Wilkinson flower tubs (£90) and WLDC bills paid on Parishes’ behalf (£5,684.42). All of which were agreed for paying. WLDC to be paid as soon as funds have been transferred to the correct bank account. ACTION: JCS
23/6 Planning:
- 145719 - removal of condition 6 of planning permission 143579 granted 8 November 2021 - to allow static caravans to be sited in lieu of camping area. Watermill Farm Station Road Moortown Market Rasen LN7 6HZ. Objections emailed on 7 December 2022. Application has been approved.
- 145989 - Change of use of land to equestrian grazing and exercise (Use Class F2(c)) and retention of 1no. timber stable with galvanised steel enclosures. North End Cottage Barn North End Lane South Kelsey Market Rasen LN7 6PG. No objections submitted with comments for consideration on 4 January 2023. District Cllr Morris confirmed (as above) Planning Officer is investigating concerns.
- 145835 - Hall Farm Park Caistor Road South Kelsey. For proposed side extensions to existing animal barn. No objections submitted on 6 December 2022.
- 145749/145750 – Listed building consent for proposed alterations and extension to swimming pool enclosure and changing block. Moortown House Brigg Road. Planning applications withdrawn 13 January 2023.
- 145096 - Application included in the agenda for consideration at the meeting of the Council’s Planning Committee on Wednesday 4th January 2023 at 6.30pm. The meeting confirmed that this is an ongoing project with Anglian Water pipelines. No further comments.
The Clerk is to seek extension on planning application received after the deadline for notice of this meeting. ACTION GA
23/7 Policies - Equality, Disability & Inclusion
Equality, Disability & Inclusion is to be deferred until the next meeting.
Cllr Marriott confirmed the policy for Terms of Reference for the Parish Council in line the Neighbourhood Planning Steering Group are now complete.
23/8 Community Speed Watch:
Cllr Atkin reported quotes for gates and posts for traffic calming measures as follows; Earnshaws (Bring) 6’ wooden gates £149 each / wooden posts 125x125x1.8 £35.99 (does not include installation), Farmstar (Bring) 6’ wooden gates £104 + VAT each / posts 125 x175 x 1.8 £8 + VAT each (does not include installation). Awaiting quote from Peter Appleyard (Holten Le Moor) which will include installation.
The meeting noted that 16 gates in total would be required. Highways would need to authorise sites. The meeting also discussed ‘Diamonds’ on entrances to work in conjunction with gates. Cllr Smith to confirm with highways. ACTION TS
Cllr Wilkinson to take over collating information for these traffic calming measures. ACTION AW
23/9 Neighbourhood Plan Meeting - feedback:
Councillor Wilkinson confirmed the meeting of 7 December went well with procedures written and Chair, Vice Chair and Treasurer allocated. It was noted that more people on board would be needed.
It was noted that Funding for Locality should be put on the agenda for after the May elections.
The date of the next meeting to be confirmed in due course.
23/10 Little Acorns Preschool, Waddingham / The Lives - funding requests:
The meeting referred to the grants policy, confirming that the Parish Council do not fund commercial businesses. The meeting also agreed that funds were not available at this time.
23/11 CIL Payments:
Cllr Coleman-Scott confirmed CIL payments of £3,700 have been received. These funds are available to use to update infrastructure
within the Parish. The question of whether this could be used to fund the traffic calming gates was raised.
23/12 Precept form approval:
Cllr Coleman-Scott presented the meeting with the Precept paperwork which was duly signed by two council members and the Clerk.
23/13 Facebook update:
The Clerk confirmed that a new dedicated Facebook page has been set for the Parish Council. The Clerk will look at adding images and content and to post updates to the website for Parishioners to access. ACTION GA
23/14 Council email correspondence/forwards:
It was confirmed that the Clerk should continue to forward all correspondence to Councillors for them to use/discard as necessary.
23/15 Election/vacancies:
The resignation of Cllr Colin Aktin was formally accepted by the Parish Council. The Parish would like to convey their thanks to Colin for all his support, wish him well for his future endeavours and look forward to working with him again in the future.
23/16 Banking - updating mandate:
Cllr Coleman-Scott proposed that the banking mandate be deferred to a closed meeting. This is was seconded by Cllr Wiles and agreed by the Parish Council. It was noted that an appointment with the bank should be arranged. ACTION AW
23/17 100 Year Parks’ Celebration/Coronation:
District Councillor Morris confirmed that grants for Coronation celebrations should be announced in a couple of weeks times.
The meeting discussed purchasing Coronation mugs for the children of the Parish. The Clerk to collate a register of interest. ACTION GA
It was noted that the Village Hall Committee was will be discussing the Coronation Celebrations in due course and the Parish Council could help contribute. Further discussion required after their March meeting.
23/18 Meeting Dates 2023/24:
It was agreed that monthly meetings to be held on the 1st Monday of each month at 7pm, with the AGM and APM on 15 May at 6.30pm and 7.30pm respectively. Clerk to create a schedule of meeting dates. ACTION GA
