 DRAFT MINUTES OF THE MEETING OF

SOUTH KELSEY AND MOORTOWN PARISH COUNCIL

   HELD ONMONDAY 7 MARCH 2022

 IN SOUTH KELSEY VILLAGE HALL

Present: Messrs I Johnston, R Dinsdale, M Glenn, R Stimson, C Atkin and Mrs J Coleman Scott, CC T Smith

The Chairman welcomed the two new Councillors and each of their Declarations of Acceptance signed.

 

MINUTES

The Minutes of the 7 February 2022 were read and signed by the Chairman as a true record.

 

CLERKS REPORT   

A report had been submitted to West Lindsey District Council y the Parish Council with the objections to the Planning application at Beasthorpe Farm.  The Planning Portal on WLDC website is monitored for any further developments.

A list of outstanding Highways problems had been forwarded to CC Smith with special notice to be taken of the drain on Waddingham Road which regularly overflows over half the road and is a danger to drivers especially in the dark.

The defibrillator in South Kelsey has still not had the lock repaired although it has been reported.  This will be followed up with WLDC.                                                       1JS

County Councillor Smith gave an update on the Highways problems that had recently been sent to him-

Station Road Moortown – agreed the road is in poor condition and the details now passed to the Asset Team as a potential resurfacing.  Will check again as area could potentially be used with the Jetpatcher to improve in the meantime

374417 Footpath on Station Road Moortown reported 3/8/20 – had been passed to the Asset Team for consideration in a future siding programme. As had been raised again will enquire for an update

 

400585/401620 Footpaths Brigg Road South Kelsey reported July 21 – both enquiries have been closed with no defects meeting the intervention criteria.  Should the situation have deteriated since they would need reporting again for investigation.                            2JS

 

The road at Brandy Wharf was deteriorating fast with no help from the large vehicles from the pig unit.  Bore holes had been drilled to access why the road was subsiding and the old river bed is beneath.  Work will progress on either side of the bridge however costs will be great and the road will be closed for some time.

District Councillor Morris sent his apologies as he was away.  He congratulated the two new Councillors on joining the Parish Council.

He reported that Keep Britain Tidy had announced the Great British Spring Clean would run from 25march – 10 April 2022.  Support for the community litter picking groups is available through WLDCincluding sacks and equipment and the prompt removal of the material collected.

Demand for the WLDC Jubilee Platinum Fund had been high with the closing date of 15 May 2022 it may be reviewed to avoid disappointment.

The Parish Council had not yet applied for the fund and the Park group also.  The village hall had applied for the funds but not stated what they were to do for the celebration.  It was thought that the 3 groups could apply and put something together but this appeared not to be the case.

PLANNING

Planning Application – North View Brigg Road South Kelsey – application to remove existing extension and erect a two storey replacement and to replace existing Nissan hut with double garage including new access

The Parish Council had no objections to the application and a letter confirming this to be sent to WLDC Planning.                                                                               3JS

The Pines Station Road Moortown – Planning application to erect an agricultural machinery store

The Parish Council had no objections to the application and felt this store was necessary as there had been several thefts from the farm.  A letter had been sent to WLDC confirming this.

Beasthorpe Farm Thornton Road – Planning application for two pig fattening units

This application is related to Brandy Wharf Piggery although under the name of BW Farms Limited but owned by Frank Tobin.  The units were originally for poultry and were being altered without any Planning application being put forward.  The application had been received and a general meeting held for residents to put forward their views and to be encouraged to write to WLDC with their objections.

The main problem foreseen is the dreadful smell from the units as the pigs are on slats with the slurry going into tanks beneath.  The units at Brandy Wharf have smelt from when first erected.   The increase of the size and the type of traffic on narrow country roads which are not suitable and where the slurry will be spread were also concerns.

The Parish Council to write to WLDC with its objections.  It is felt that further details about the application would become available for comment.                                     4JS

Beasthorpe Farm- application from Holmefield Farm Services to change the 2 string to 3 string wires on new poles for the electricity at the pig units.

This application is decided by WLDC and Northern Grid is provided with a certificate to go ahead with the work.

A complaint from a resident in Moortown had been received about a large pipe being put in the front garden of a dwelling which then went into a drain.  Has the pipe work received the correct planning permission and why is it going into a drain.  Is this a connection to mains sewerage.  WLDC Enforcement to be advised for more information.  5JS

MATTERS ARISING

The drain on Waddingham Road continued to overflow.  As Highways had stated it needed jetting they were reminded that this had already been carried out.  A response had come through CC Smith that this was a temporary measure.  The Parish Council was disappointed no work had been carried out to rectify the problem and it was taking too long.

A response had been sent to Edward Leigh MP reference the cost of Elections.  On the Precept form it does state a maximum figure expected to pay should an Election take place.  WLDC advised that costs were kept to a minimum and Poll cards are not sent by the printer until the close of nominations.

All Councils will have to advise WLDC of the date the new Code was adopted and each Parish Councillor will need to sign to abide by the Code of Conduct to be returned to the Monitoring Officer.

It was agreed to add the discussion of the Code to the April Agenda.

The wall on the driveway at Moortown was low but a resident had tripped over it, no injury was caused or medical attention required.  However this was reported through Highways with a follow up through CC Smith as it was taking some time to obtain an answer.  A response had been obtained from Highways however the resident wanted copies of emails to Highways, CC Smith and the residents where the wall is situated. 

The email where the wall is situated cannot be sent to other resident. 

The First Magazine was forwarded to all the Parish Councillors

Defibrillator

The NALC Events had been forwarded to all the Parish Councillors

The LALC e-news had been forwarded to all the Parish Councillor.

The WLDC Business Brief had been forwarded to all the Parish Councillors

The Notices for the By Elections and the Nominations had been put on the website and the notice boards

The resident at Moortown who had complained about the dog fouling had also written to the Enforcement Officer at WLDC who had agreed to put up metal notices long Kelsey Road if possible structures to fix them on could be found.

The resignation of Councillor Legg was with immediate effect and Councillors Stimson and Denniss from the 31/3 along with that of the Clerk.  The remaining Councillors were to submit their resignations for the 31/3.

This would mean there would be insufficient Councillors to hold a meeting.  To enable the Parish Council to continue it was asked if Councillors Johnson and Glenn would submit their resignations for the 8/3.  This was agreed and once the letters were received would be forwarded along with that of Councillor Legg to WLDC.  WLDC would raise the notices for the vacancies and hopefully by the end of the month would advise co-option could take place.  This could only happen if there had not been 10plus requests for an Election, another expense for the Parish.                                                           6JS

 

ALLOTMENT

There had been two applications fro the rental of the allotment – one from a local person with the other from a lad with a son who is autistic but lives further away.  Could the allotment be divided up or a suggestion that the local person be given the rental but ask if they were prepared to let the son come down to the allotment to help occasionally.  This proposal to be put to the local person.                                                                         7JS

 

PLAYING FIELD

The park group had held a sale of clothes in the village hall and raised between £300-£500.  They were waiting for someone to value items left to take away and then the actual amount would be known.

An Easter raffle is to be held with a hamper full of Easter goodies and a Christmas Fair booked for the 19 November 2022.

Due to the continued amount of dog fouling in the field, despite more notices, the park group wished to install RIP cameras such as the ones for wildlife.  Permission was required and this application would have to be put through the Parish Council.  It was proposed, seconded and carried that the Parish Council was prepared to do this. This would help keep the users of the park, especially the children safe as hopefully the perpetrators would be caught.

 

The play equipment was to be assessed, sections condemned as necessary, the remainder painted.  As the weather is getting better and the evenings becoming lighter the park will be wanted for the children.

The original deeds for the playing field had been in a Safety Custody box at the bank.  The Trustees minutes included the proposal, seconded and carried unanimously that an application be made to the Charity Commission for the change of both names – main and working name of the Charity.  This had been accepted so along with the deeds all to go back into the bank safety custody box.  This would now enable a bank account to be opened with the new name.                                            .                                  8JS

The Park Group had not decided upon any celebrations for the Queens Jubilee.

 

QUICKLINE

A meeting was held in Holton le Moor for the village and Moortown.  These two villages were to be on high speed broadband first.  South Kelsey had been split into 2 with Moortown first and South Kelsey to follow.

There being no further business the Chair closed the meeting at 9.45 pm.  The next meeting will be held on Monday 7 March 2022 at 7.30pm in South Kelsey Village Hall.
