SOUTH KELSEY & MOORTOWN PARISH COUNCIL
 
Draft Minutes of the Parish Council Meeting
held in the Village Hall on 7 November 2022 at 7pm
 
 
Present: Juliet Coleman-Scott (Chair), Tina Wiles, Colin Atkin, Andrew Wilkinson,
 
In attendance: County Councillor Tom Smith, Gina Andrews (Clerk) and three members of the public
 
Public forum for parishioners to ask questions:
 
It was noted that whilst the government has u-turned on fracking drilling could still happen in Moortown.
 
A member of the public from Moortown expressed concern regarding flooding in areas of low lying ground.  They expressed further concern to a colvert drainage pipe under the road adjacent to their property.  Cllr Smith confirmed that the condition on the pipe is the responsibility of the landowner.  The member of the public stated that the pipe did get blocked from time to time but that they were unsure of ownership as it straddled their property and the neighbouring farm.  Cllr Smith confirmed that he would contact Joe Phillips (Local Highways Manager at Lincolnshire County Council) about the blocked pipe, who will be able to look on the system.  Cllr Smith asked the member of the public to email him the details. A member of the public expressed thanks for coming to their house during the walkabout to check areas vulnerable to flooding.  They then asked for clarification regarding the Brandy Wharf road closure. Cllr Coleman-Scott confirmed that they are resurfacing the road and widening the bridge and suggested that different areas of work are most likely being carried out by different contractors.
 
The member of the public also expressed concern regarding large vehicles speeding through the villages and asked if a weight restriction could be put in place.  It was discussed that this was not option as many farm vehicles need access.  The Council confirmed that they are looking at different speed control mechanisms for the village.  This was likely to take some time due to cost restraints.
 
Cllr Smith informed the meeting that other villages have been using speed cameras (Automatic Number Plate Recognition Systems (ANPR)) and that this could be a less expensive option [as opposed to interactive signs].  Cllr Smith confirmed that he will seek for more information on this. ACTION CS
 
Cllr Wiles raised the question of road resurfacing on Station Road, Moortown.  Cllr Smith said he would check with Joe Phillips.  A discussion ensued about the state of the road being lethal.  Cllr Smith confirmed that he will find out what he can and will push for resurfacing of the road. ACTION CS

22/103 Clerk’s Report on Matters Outstanding and Correspondence.
 
The clerk confirmed they had no matters arising at present.
 
Correspondence had been received from:
 
- October 2022 - Letter from The Pensions Regulator re enrolment duties.  Clerk to ensure regulations are met. ACTION GA
- 6 October 2022 - Tia Marshal from London Hearts re child/adult Defibrillator. It was confirmed we already have defibrillator in place.
- 11 October 2022 - Amy Bestwick LALC - have updated their new website to include information and guidance regarding the Cost-of-Living Challenge.
- 17 October 2022 - HMRC confirmation received Employer Payment Summary Submission.
- 18 October - Susan Norman - West Lindsey District Council.  Information required to begin the process of setting Parish Precept for 2023/24.  Cllr Coleman-Scott is processing.
- 18 October - Susan Norman - West Lindsey - Everyone Active Survey.
- 19 October - Cllr Tom Smith - Child Mental Health Services, improving support.
- 24 October - Monitoring Officer - adopting LGA Model Code.  Clerk to respond for a copy of the code.  ACTION GA
- 28 October - Tom Clayton, West Lindsey - Planning 145749 and 145750.  To be discussed at meeting.
- 31 October - Cllr Tom Smith - Lincolnshire Fire and Rescue’s Community Risk Management Plan (CRMP) engagement (stage 1) launches consultation open for comment.
- 31 October - Chris Duncan, Everyone Active - Fit Villages Survey.
- 1 November - Dawn Cowling - Police Surgery dates for November.  Clerk to post on Council noticeboards. ACTION GA
- 2 November - Adam Tuplin - Tudor Grounds Maintenance - Application for Parish Tender.  Clerk replied to confirm the Council are already under contract with another company.
3rd November - Alison Aisthorpe - West Lindsey - Planning application 145719. To be discussed.
 
 
22/104 Finance and Accounts for Payment:
 
JCS presented invoices from South Kelsey Village Hall for the hire of the hall (£56), Anglian Water (£12.16), the Clerks wages and expenses (£146.31) and missed LALC training fee (due to illness) (£26.70).   All of which were agreed for paying. ACTION: JCS
 
JCS proposed that, going forward, should training fees be incurred from missed training sessions and failure to contact the provider, the registered attendee be responsible for paying the bill.  This was seconded by TW.
 
 
22/105 Planning:
 
145750 - listed building consent for proposed alterations and extension to swimming pool enclosure and changing block.  No objections.
 
145749 - proposed alterations and extension to swimming pool enclosure and changing block.  No objections.
 
145719 - removal of condition 6 of planning permission 143579 granted 8 November 2021 - to allow static caravans to be sited in lieu of camping area.  Watermill Farm Station Road Moortown Market Rasen LN7 6HZ.  The meeting was unable to discuss this planning application as it was received after the allotted notice period and could not be added to the agenda.  JCS spoke to the planning officer and confirmed that an extension for comment was granted until 10 December.  This planning application will be addressed at the meeting of 5 December.
 
 
22/106 Adoption of Polices and Model LGA Code:
 
The meeting confirmed a Policy Meeting has taken place.  However, adoption of policies will be addressed at the next meeting when LP is available.
 
The meeting requested that the Clerk contact the Monitoring Office for a copy of the code of conduct to be adopted.  The Clerk will circulate to the Council for review and have the paperwork ready, if deemed appropriate, to sign off at the next meeting.  ACTION GA
 
TW confirmed that she will be looking at policies around child protection.  ACTION TW
 
TS discussed with the meeting ‘mock flood exercises’ and raised the issue of ‘what happens if continued power shortages occur’?.
 
 
22/107 Planters and village boundaries:
 
AW to let TS know the dimensions, material and planned location of the planters so that he can let Joe Phillips know, in case there are any issues.  ACTION AW/TS
 
 
22/108 Community Speed Watch:
 
TW priced up interactive signs between £4000-£7000 per unit.  There would also be costs incurred for posts used to site them.  If using lampposts TS confirmed that permission would need to be sought from Highways.
 
The meeting discussed using speeding calming gateways into the villages.  CA to acquire quotes.  ACTION CA
 
 
22/109 Update on Neighbourhood Plan:
 
Meeting confirmed for 16 November at 6.30pm at the South Kelsey Village Hall.
 
 
22/110 Police Surgery:
 
It was confirmed the Clerk will post surgery dates received from Caistor Neighbourhood Policing Team on the notice boards.
