Minutes of the Parish Council Meeting
held in the Village Hall on 5 September 2022 at 7pm
Present: Juliet Coleman-Scott (Chair), Tina Wiles, Colin Atkin, Craig Marriott, Lisa Pearce, Andrew Wilkinson, Gina Andrews (Clerk)
In attendance: County Councillor Tom Smith, four members of the public
PUBLIC FORUM for parishioners to ask questions
Pavement cleaning: Vans spraying down paths in South Kelsey queried by resident. A discussion ensued as why this was happening and that it may causing damage to pavements. Cllr Smith advised that this was likely in preparation for resurfacing.
Flooding: A member of the public raised alarm that every time there was heavy rain in South Kelsey village the drains on Waddington Road flooded. A discussion ensued about various locations around the village (including property driveways, fields and dykes) that were also effected by drainage issues and flooding. Cllr Smith confirmed that he has was aware of the issue and is in discussions to help rectify the issues. Cllr Smith will be requesting a review of the situation.
Update from County and District Councillors:
LCC: Cllr Smith has been in discussions regarding school buses. There have been issues with some bus stops being suspended and temporary bus stops being in place until Christmas. Cllr Smith confirmed that school bus situation is being reviewed as a whole and more information will hopefully be forthcoming.
Cllr Smith confirmed he will be chasing updates on drains and flooding.
Update on the rebuilding of Brandy Wharf Road: [previous minutes stated ‘this is a substantial piece of work which is currently in consultation. The work will involve a diversion to the A15 via Caenby Corner. Full details will be provided to the PC shortly. Cllr Smith will be checking if there are any updates.
COUNCIL MEETING
22/74 To receive apologies and reasons for absence: Nicola Hall (Interim Clerk), District Councillor Peter Morris
22/75 To receive declarations of interest under the Localism Act 2011 - being any pecuniary or non-pecuniary interest in agenda items, not previously recorded on Members’ Register of Interests: None noted
22/76 To approve draft minutes of Meeting held on 25 July 2022: These were accepted as a true record and duly signed.
22/77 Clerk’s Report on Matters Outstanding:
The issues surrounding the Police Newsletter has now been fixed and Council are now receiving these.
Draft minutes of monthly Council Meetings are to be posted to the website as “Notes” and once approved replaced with the finalised minutes.
Funding is available for a defibrillator from London Hearts as well as free online CPR training and awareness. The meeting discussed that there may not be a requirement for another defibrillator at this time.
Reference the park bench, JCS confirmed we are waiting on finances before taking this further.
Correspondence had been received from: Samir Soares - PhD student at Nottingham University with Rural Energy Questionnaire (4 August 2022), Ria Jones of London Hearts re defibrillator grants and LALC ‘Civility and Respect’ pledge (9 August 2022).
Formal Parish Council Meeting commenced; Standing Orders invoked:
22/78 Planning:
145300 - Application to erect dwelling with attached garage and a detached studio-workshop, inclusion of dormer windows to garage and main roof; amended internal layouts; addition of flat roof terrace to top of single storey link; apex window with Juliet balcony added to rear elevation and studio workshop and roof pitch amended. No objections.
145146 - Application for 26-space touring caravan park on Station Road,Moortown (60 metres east of Skipworth Arms - permission not previously sought.). Concerns were raised regarding water and waste. More details need to be sought regarding showers, foul waste, caravan waste, and septic tanks and drainage as a whole. Concerns were raised concerning the bridge situated on site and it was decided that the council should request it is investigated for integrity and that it is structurally sufficient for purpose.
22/79 Flower boxes:
AW proposed that CM look into locations, design and seek clarification on Public Liability. This would then need to go to Highways to check and confirm there are no issues. ACTION AW. Cllr Smith confirmed that the information could be sent to him to forward to the appropriate officer.
22/80 Power cut update:
District Cllr Peter Morris has spoken to the CEO of Northern Power. Update deferred to next meeting.
22/81 Community Speed Watch:
AW suggested that CM do a health and safety check. The meeting discussed possible initiatives to tackle speeding in the village, including volunteers with radar guns and high vis, reactive signs, detective signs that collect date/time/speed to collate data, planters (to help indicate to drivers they are entering a village), fencing gates that can help reduce drivers speed upon approach. LP proposed that as there is no budget for radar equipment or intelligent signs at present a staged approached should be sought. This was seconded by JCS. The meeting agreed the next step would be use planters (as covered in item 22/79) and investigate costings/use of fencing to help control speeding.
22/82 Precept:
JCS presented an outline of the current budget and the Council discussed the need to increase the precept. A 40% increase would cover costs and an election, but did not allow for any contingency. A 50% rise would allow for a buffer of £1000.
It was decided that an increase in precept would need to bcommunicated with the public and opinions sought. It was noted the deadline for applying for a precept rise was October. The final decision ofthe precept rise is to be confirmed at the next meeting on 3 October in
time for application. ACTION JCS
22/83 Finance and Accounts for Payment:
JCS presented invoices for grass cutting from AJ Williams (£181.03, £159.60, and £239.40) and an invoice for the hire of the hall from the South Kelsey Village Hall (£32), all of which were agreed for paying. ACTION: JCS
22/84 Update on Neighbourhood Plan:
AW confirmed that there will be a presentation by Senior Planning Officer Neville Brown on 5 October at 6.30pm at the South Kelsey Village Hall. AW and CM to liaise regarding a leaflet drop ACTION: AW and CM
22/85 Update on policies for review and approval:
LP confirmed that the sub-meeting to review and amend policies was successful and that seven policies had been approved so far. It was agreed that another sub-meeting be arranged for 24 October 2022 at 6.30pm to continue reviewing policies. Location TBC. ACTION: LP
