Minutes of the Parish Council Meeting
held in the Village Hall on 25 July at 7pm
Present: Juliet Coleman-Scott (Chair), Tina Wiles, Colin Atkin, Craig Marriott, Lisa Pearce, Andrew Wilkinson
In attendance: County Councillor Tom Smith; District Councillor Peter Morris; eight members of the public
Public forum for parishioners to ask questions:
Allotment: Current allotment holder concerned about lack of provision of water to the allotment. The PC noted that water has never been available; whilst funding is extremely limited and it is unlikely that the PC can address this issue, the PC will look into whether any options exist. ACTION: LP
Pavements: Excavation by the church is planned and disruption should be expected.
Dog fouling: Along Thornton Road and on land at South Kelsey Park. Cllrs Morris and Smith advised taking photos of those committing the offence and send images to WLDC. Cllr Morris can assist with WLDC but only if evidence exists.
Minutes: Query regarding delay in accessing Minutes on website. Technical issues have caused delays in publication on the website. This has been resolved.
Speeding: On next month’s agenda
Power cuts: Several residents concerned about repeated power-cuts experienced recently. Cllr Smith has taken this up (see below) and suggested that residents also complain directly to PowerGrid. Issue of priority residents known to WLDC was discussed. It was agreed power cuts will be considered as part of PC Emergency Planning.
Update from County and District Councillors:
LCC: Cllr Smith had made a complaint on behalf of the residents of South Kelsey and Moortown regarding the power cuts and has also raised this with Sir Edward Leigh.
Resurfacing will commence on Station Road in October. Pavement quality is not up to standard but further work to be undertaken. Recognised that the rural location of South Kelsey and Moortown can mean they are seen as lower priority; although, Cllr Smith does not always agree with the method used to prioritise. Cllr Morris suggested residents who believe damage has been caused to their vehicles can direct concerns to highways who may consider compensation.
Cllr Smith suggested he would welcome a walk around South Kelsey and Moortown villages to meet some of the residents. ACTION: JCS
Update on the rebuilding of Brandy Wharf Road: this is a substantial piece of work which is currently in consultation. The work will involve a diversion to the A15 via Caenby Corner. Full details will be provided to the PC shortly. It was noted that several businesses were affected by the previous road closure and WLDC need to ensure these are considered and kept informed. ACTION: CA to publicise via Social Medi/WhatsApp
WLDC: Ian Knowles, Chief Executive of WLDC, will be making a Ward Visit on Friday 30 September 2022; residents were asked to to think about whether they have questions they would like him to consider in his surgery. ACTION: CA to promote via Social Media/WhatsApp

22/62 To approve draft minutes of Meeting held on 4 July 2022: These were accepted as a true record and duly signed.
22/63 Correspondence:
Correspondence had been received from: Sam Dickerson, Graduate Environment Consultant on behalf of Egdon requesting assistance with displaying notices regarding planned appeal. Denied.
Formal Parish Council Meeting commenced; Standing Orders invoked:
22/64 Personnel Committee:
LP summarised progress to date in respect of policies and procedures. Papers had been shared prior to the PC meeting. JCS proposed and TW seconded that polices are approved; this was resolved. It was proposed that an option for management of documents is the provision of a Microsoft One Drive account. This is considered a secure way to retain Parish Council documents and can be accessed and shared as and when appropriate. ACTION: LP
22/65 Clerk Vacancy: It was proposed by JCS and seconded by TW that this item be held in closed session at the end of the meeting. Resolved.
22/66 Planning:
145055 – Land adjacent to North View, Brigg Road, South Kelsey, Market Rasen, Lincolnshire, LN7 6PH (Full Planning Application) Planning application to erect 1no. Bungalow. It was proposed by TW and seconded by CA and subsequently resolved that the PC has no objections.
145151 – Watermill Farm, Station Road, Moortown, Market Rasen, LN7 6HZ (Full Planning Application). Planning application for recreational pool for open-air swimming and paddle boarding and erect changing room building. Concerns regarding disposal of aggregate e.g., sand. Proposed by TW and seconded by CA that further clarification is sought regarding the mineral extraction and where it is being deposited. Also, to request details regarding traffic plan to and from the land; recommended that thoroughfare through the villages should not be permitted. Resolved.
145096 – Elsham to Lincoln Pipeline: (PA c/wEnvironmental Assessment) Hybrid planning application for proposed 57km pipeline scheme between Elsham and Lincoln, a 1.5km spur at Welton and associated above ground infrastructure at Elsham). Further details obtained on planning.west-lindsey.gov.uk website. It was proposed by CM, seconded by CA and resolved that the PC has no objections.
Egdon: notices have recently been displayed in respect of a planned appeal against planning decision.
22/67 Finance and Accounts for Payment:
JCS reported that year-end accounts have been completed and AGAR forms updated.
CA provided an update on signatories at the bank.
Anglian Water standing charge £11.79; proposed by TW, seconded by CM and resolved for payment.
WLDC defibrillator maintenance charge £100; proposed by CA, seconded by TW and resolved for payment. CA asked if defibrillator is on register map and Cllr Morris confirmed it is registered via WLDC.
22/68 Police Community Support Officer:
It was perceived that there is no police presence in the village unless called out for a specific incident. Cllr Morris noted that police stopped attending community meetings many years ago; although, WLDC still receive crime statistics. Cllr Smith suggested that he ask PCSO Cowling to attend a surgery with him at SK Village Hall if this would be useful. It was proposed by LP, seconded by CM and resolved that a surgery be arranged. ACTION: CA in liaison with Cllr Smith
CA asked how often the police newsletters are distributed as he has not received one for some time. ACTION: NH to contact PCSO Cowling
22/69 Action Log:
It was proposed by JCS, seconded by TW and resolved that a log will be used to record progress on PC action items. This will be managed and updated by LP and a copy held on One Drive. ACTION: LP
22/70 Update on Neighbourhood Plan:
Three of the new sub-committee members were in attendance. It was confirmed that the Neighbourhood Plan was originally registered in 2017. Cllr Morris explained that a consultant is available to the sub-committee and PC at no cost. Service provided includes producing a draft of the plan as directed by the PC. Cllr Morris offered to facilitate a meeting between AW, who is leading the Neighbourhood Plan on behalf of the PC, and the representative from WLDC. ACTION: AW and Cllr Morris
Cllr Morris explained that neighbourhood planning seeks to give communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. When completed, the plan is a dynamic document which is regularly reviewed and updated.
22/71 South Kelsey Park Update:
CM stated that planning will shortly begin on a Christmas Fair. It was also reported that a donation of £1000 had been gratefully received from a member of the public. Another parishioner has kindly set up a monthly donation to the parks charity. A park bench will be procured as £320 has been received from insurance, and Caistor Lions kindly donated an additional £400 (Total: £720). JCS and CM will arrange purchase and siting of the new bench, with installation offered free by a parishioner. ACTION: JCS/CM
TW and CM will look into the potential for grant funding to be obtained to support updating of the play equipment. ACTION: TW/CM
An event is planned to celebrate the centenary of the South Kelsey Park. Cllr Morris confirmed that WLDC will contribute funds towards this.

CA informed attendees that the Parish Council Website now consists of a page for South Kelsey Park updates.
22/72 Update on policies for review:
Employment policies were discussed under 22/64. All other policies are currently being drafted and saved on One Drive. It will be necessary to establish access to One Drive for all Parish Councillors. ACTION: Clerk
22/73 Items for the next agenda:
Flowers boxes; checking locations, highways permissions and road safety for white fencing.
Update for Tree Felling in Church Yard; traffic light system, contractors, and WLDC responsibility for covering fees.
