FINANCE

CIL (Community Infrastructure Levy) £209.04

Precept – the relevant correspondence for the Precept 2021-2022 had been received and the Parish Council had to discuss the amount to be out forward as an Estimate with the final figure being submitted in January 2021.  The Parish Council is fully aware of the financial situation around and wished the increase to be small but must take into account for the future year that invoices will have increased.

 

The final figure for the Estimate was voted on and the form submitted to West Lindsey District Council with a figure of 5 % - £135.  The form was completed and signed sent to WLDC and an acknowledgement received. 

 

The Automatic Enrolment Acknowledgement of re-declaration of compliance from the Pensions Regulator had been received

 

The Parish Council had received a letter from the bank advising a cheque had been Refer to Drawer,

 

Sufficient funds had been transferred to cover all payment.  Rang the bank and was told the amount transferred was not the amount written on the transfer sheet.  The remaining money is now being transferred.

 

PLANNING

 

Oak View Station Road Moortown – Planning Permission for alterations and extension being variation of Condition 2 of Planning Permission 139596 dated 9 October 2020 – amended plans

 

 

 

 

North End Lane – Planning Application for 2 dwellings with garages

 

The Parish Council had previously rejected the Application for 2 dwellings but agreed with the one dwelling when the Application was submitted.

 

The new Application if for 2 x 5 bed roomed houses with garages and the site is too small to accommodate.  The Parish Council also felt there could be potentially 6 vehicles per house and insufficient parking space with vehicles being parked on the roadside.  North End Lane is narrow and the Farm vehicles would be unable to get through.

 

The Parish Council had prior to the Application received a sketch drawing of the plans and was pressurised by the Agent to confirm this would be accepted.  This was declined as insufficient detail was seen.  During the whole time of the Applications being considered and submitted the Agent had been very pushy and expected all to be agreed.

MATTERS ARISING

 

The MHCLG/NALC Right to Contest Snapshot online Survey had been forwarded to all the Parish Councillors

 

The NALC Chief Executive Bulletin was forwarded to all Parish Councillors.

 

The Police Newsletter had been forwarded to all Parish Councillors

 

The LALC AGM and County Committee Vacancies had been forwarded to all Parish Councillors

 

The response from Fix my Street regarding the overgrown footpath on Station Road Moortown was that “This fault will be assessed for the possibility of future permanent works and prioritised according to our Highways Asset Management Strategy.

 

We will continue to monitor this location as part of our routine inspection schedule and issue temporary repairs, where necessary.”

 

The Parish Council will continue to follow this up for the work to be carried out.

 

The details of the Lincolnshire Police Recruitment Campaign was forwarded to all Parish Councillors

 

The information from the Homeless Prevention Officers was forwarded to all the Parish Councillors

 

The LALC News was forwarded to all the Parish Councillors

 

The light at the corner of Waddingham Road opposite the church had been repaired

 

The request for the hire of the village hall had been passed on to the village hall committee

 

As the road at Brandy Wharf was continually getting worse the Parish Council had been in contact with LCC.  The road had now been surveyed to determine the best repair to ensure the problem does not re occur.  Bore holes were put in to identify ground conditions and it is found to be the course of the old river bed.  There is a schemed planned to reconstruct the section next year (2021) but will take time to put together. 

 

This road does not come under the South Kelsey and Moortown Parish so Waddingham Parish have been advised of the situation.

 

The pot holes on Station Road Moortown and on Thornton Road South Kelsey were to be repaired ASAP.

 

Thornton Road resurfacing should hopefully should be carried out in the 2021-2022 Financial year.

WLDC CIF - £500 grant received

 

The cash card for the payment of the website had been confirmed and £192 placed in the account.

 

The site cost was lower than anticipated at a cost of £115.20.  The remainder of the cash on the card to be used for consumables –paper/ink.

 

PLANNING

 

Brandy Wharf Piggery – Planning Application for livestock building.  The Application must include an Environmental Impact Assessment as per the Secretary of State

report in the Appeal document.

The Parish Council was discussing the Application in depth prior to any comments being made to WLDC.

MATTERS ARISING

 

The Covid update from LALC had been forwarded to all the Parish Councillors.

 

The NALC Rebuilding Communities information had been forwarded to all the Parish Councillors

 

The WLDC Covid Wardens had been forwarded to all the Parish Councillors

 

The NALC Coronavirus information had been forwarded to all the Parish Councillors

 

DC Paul Howitt Cowan the locum had been emailed twice to find out if the Parish Council had been successful in obtaining a grant from the Councillor Initiate Fund.

There was a sum left in the fund from prior to the death of DC Strange and it was to be distributed across the Kelsey Ward thorough an Application form.

 

The Parish Council learnt it had been successful and given £500 towards a replacement bench in the children’s play area. This could not be done until after Covid.

 

The LALC News had been forwarded to all the Parish Councillors.

The Parish Council had previously requested speed checks to be carried out along

Station Road at Moortown.  This had not been done as the priority was rural crime.  It was hoped that at the 3 month review if the rural crime had been tackled then speeding could be made one of their priorities by the Inspector.

 

WLDC had responded quickly to the report of the dog bin being on the ground and it is now back on its pole

 

The WLDC Climate Strategy had been forwarded to all the Parish Councillors with a request the survey is completed.

 

DC Paul Howitt Cowan the locum was emailed 3 times regarding the white railings on the rhs of Station Road at Moortown.   The railings are there to guide motorists away from the side of the road so as not to drive into the very deep ditch.

 

The broken railings were reported in October 2018 and it was advised they would be repaired as time allowed.  The Parish Council has emailed Highways without any response and followed up in Fix My Street, with no further progress.  The Parish Council will continue to follow this up until the railings are repaired.

The Charity Commission return for the playing field had been submitted

The two cheques for the Clerk had been sent by post the bank.  Some two weeks later they still had not arrived and it was advised by the bank to put a stop on them.   This was done and two more cheques raised for the same amounts.  The first two cheques arrived at the bank after some 3 weeks but were not cashed.

 

PLANNING

 

The photographs from the Parish Councillors of the flooding in the fields at Brandy Wharf were to be used in the response to the Planning application for the piggery extension.  In a report it states there has not been any flooding – the photographs show otherwise.

 

A report was submitted to WLDC on the Piggery Application. It contained many comments and asked question.  The report would be put on the WLDC Planning Tracker under the Application

 

Planning application two 5 bedroomed houses with garage North End Lane.  The Agent had tried to lobby the Parish Council and tried to be very persuasive to have the agreement for the two dwellings.  A single dwelling on the site had been given permission previously with a 2 dwelling application turned down.

 

The Parish Council felt the size of the plot was not large enough for the size of the houses with the possibility of being 6 vehicles per dwelling.

 

A letter was sent to WLDC Planning advising this and vehicles may possibly be parked on the lane which is very narrow and would give insufficient width for large farm vehicles to be used to go about there work.

 

Hall Farm Park – Planning application for agricultural workers dwelling.  This had once again been turned down by WLDC and was now going to appeal.

 

The Parish Council was totally in support of the Application and the Appeal considering other agricultural workers dwellings in the area had been given permission when its need was no greater than Hall Farm Park.

MATTERS ARISING

 

The Green Spaces information had been sent to all the Parish Councillors

Unfortunately there had again been no response from District Councillor Paul Howitt Cowan in relation to the three emails sent to him regarding the white railings on the road side on Station Road Moortown.  This would be followed up in another direction.

 

The Local Electricity Bill has received support from 148MPs, 319 local councils and 371 organisations.  Two of the six regional power grid monopoly companies signed up to support the bill – Electricity North West and Western Power Distribution.
