Since the March meeting
Highways
The potholes on Station Road Moortown had been filled but rather badly.
The Parish Council continues to try and get Station Road and Thornton Road South Kelsey resurfaced.
Planning
Hall Farm Park – Application for an additional play barn
As the Parish Council fully supported the application a letter had been sent to WLDC Planning in support.
The play barn had received Planning Permission.
Hall Farm Park - Application for an Agricultural workers dwelling – the Parish Council had again fully supported the application but unfortunately it had been refused.
A Plot on North End Lane had applied for two dwellings but the Parish Council had agreed there was insufficient space and was concerned about parking on the road which is very narrow and used by farm vehicles.
The Parish Council had advised WLDC Planning of its objections.
The application was amended for one dwelling which the Parish Council supported and
WLDC was advised. The application was given permission. However the Agent came back to the Parish Council trying to persuade it to change it decision for two dwelling. There was only a sketch drawing and the Parish Council would not commit until the application came through and there were still concerns about the parking.
Egdon
A letter from the Consultant for Egdon had been received. The same letter had also been sent North Kelsey and Caistor Parishes along with some residents including the leader of the group against the application.
A Community Liaison Group (CLG) is hoped to be set up prior to the commencement of any site operations. The number for this had been slow and with Covid19 the setting up of this group had now been postponed.
Some soil samples had been taken from the site with no on site works scheduled. Updates will be available after Covid19 uncertainty.
An email had been sent to the leader of the group advising of the notices regarding the Parish Council working during Covid19 which also gives the 3 alternative ways to contact the Parish Council.

The LALC News Coronavirus only update was forwarded to the Parish Councillors
Covid19
The Parish Council discussed the overall situation and voted in line with LALC advice postponed The Annual Parish Meeting and the Annual General Meeting. All Parish Council meetings were cancelled and the Clerk given delegated powers – this to be ratified at the next meeting.
All Council business as necessary will be emailed to the Parish Councillors. Any items for comments/decisions will be sent to Parish Councillors and a majority then used to respond.
Notices had been placed on both notice boards and the website advising of the 3 contact details of the Parish Council should anyone need to be in contact.

Matters arising
LALC is engaging with Government on how Councils will operate. All actions are there to help mitigate risks. Elections will be postponed until May 2021.

As there would be invoices to pay during lockdown the Parish Council discussed the way forward and agreed for sufficient money to pay invoices into August be transferred. After this time the situation would be reviewed.

Matters arising
The details of the reopening of the Waste recycling centres had been put on the notice boards and the website.
The defibrillator was checked for use and that the pads were in date, the battery functioning and the defib speaking within the 5 seconds of opening. The expiry date of the pads and the machine was functioning for use was all replied back to Lives.
The children’s play area had been locked and a notice advising of this put on the small gate into the area. Unfortunately the locked gate had been opened and the area used but the notices was still on the gate. As the notice was still attached to the gate the Parish Council felt that to keep locking it for the locks to be taken off was a waste of time and people were aware of the situation should they use the area.
The Parish Council discussed if the grass in the playing field should continue to be cut during COVID19 and agreed to do so if the contractor was able to carry this out.
There were two requests for donations this month and although considered of worthy causes the Parish Council declined to give as this would set precedence.
The details of Caistor Cares was given to Wellbeing Lincs
The details for the road closure at Moortown for the bank slip came with a very early notification. The notices would be displayed on the website and the notice boards prior to the date of the commencement 24 August2020.
As they Parish Council was unable to have an AGM the positions of Chair and Vice Chair had not been voted upon for the New Year. The Parish Council discussed the situation and was happy for the two in office to remain there until the AGM of 2021.
The Chair and Vice Chair agreed to stay in position until next year.
The lady who had requested help with getting it touch with her mum was concerned as she was not answering her telephone and it had been her birthday the previous day. She knew the name of the person helping with shopping during Covid19 and the Parish Council made contact. This person then went to the house found the couple were fine and that the phone was not working properly. This was reported back to the daughter who was delighted that her parents were well and their shopping been done by a resident.

The Insurance had been checked and was in order with just a slight increase.
The Clerk had completed the Audit and the Parish Councillors each had a copy to review along with the Annual Governance Statement and Accounting Statements for 2019 – 2020.
This was all agreed and could be signed off and the Exemption Certificate sent to the Auditor.
Planning
Mr K Lethbridge Hunger Hill – application for an Agricultural workers dwelling. Permission given with the Conditions that the occupation of the dwelling shall be limited to a person solely or mainly working, or last working in the locality in agriculture or forestry, or a widow or widower of such a person and to a resident dependent.
This is to ensure the dwelling is not used for residential purposes unrelated to the efficient working of the rural economy as this consent has been granted to meet the needs of the existing farm holding in an area where new residential development would not normally be acceptable.
Mr K Lethbridge Hunger Hill – application for housing livestock, general agricultural produce and machinery.
Permission given with Conditions that within 3 months a manure management plan shall be submitted. Manure from the development shall be dealt with in accordance with the approved plan within 3 months of its approval in writing by the Local Planning Authority.
Within 3 months details of roof and hard standing drainage and measures to prevent pollution of the water environment shall be submitted. Surface water from the development shall be dealt with in accordance with the approved details in writing by the Local Planning Authority.
This is to secure surface water drainage that prevents flooding and pollution of the water environment.
Beckside Lodge Caistor Road South Kelsey – application for side extension, loft lift and conversion to create a first floor, front extension, single storey rear extension and form balcony, two storey double garage. Triple timber carport and other alterations.
Permission given.
A condition is that no development other than to foundation level shall take place until a scheme for the native hedge and trees on the southern border of the site has been submitted and approved in writing by the Local Planning Authority.
This is to preserve the character of the area. All planting shall be implemented in full before development commences, and any that die, be damaged or diseased within 5 years are to be removed and replaced in the next planting season.
Egdon
The Agent for Egdon had been requested the Parish Council display two notices, one for each Planning number to advise applications would be applying for an extension of time for each. This was done and the notices were displayed at the end of Smithfield Road/Brigg Road and the Parish Council notice board Moortown, the Parish Council notice board and the Village Hall South Kelsey.
Out of courtesy the Parish Council forwarded a copy of the notices to the Leader of the group who were against the application. As this was only a notice to advise of the applications the Parish Council would wait for the actual documents to come forward prior to make any comments.

Matters arising
DC Strange had been a very supportive Councillor to the Parish Council and will be missed. The new District Councillor will have to be elected at a By-election in May 2021 as directed by the Government.

The WLDC Budget details had been forwarded to the Parish Councillors
The update from NALC gave details on the 2017 ChurchCare documents which suggests Councils are able to fund repairs to church property that would otherwise fall within the Local Government Act 1894 prohibitions. The advice is that Section 8 of the Local Government Act 1894 prohibits grants for works on property relating to the affairs of the church or ecclesiastical charity. ChurchCare is part of the Church of England.
The ChurchCare document omits to disclose the full sentences and only uses part to allow it to be read as if this is allowed.
The Archer survey had been put on the website
The Parish Councillors were aware that their Register of Members Interest form were on the WLDC website; however the email was forwarded as a reminder.
The information on defibrillator units had been forwarded to all the Parish Councillors who were in agreement that another unit in the village would be agreeable: the positioning of it was difficult due to electricity being required.
The WLDC Budget for the next two years was forwarded to the Parish Councillors and put on the website.
The Parish Council had for many years pushed at LCC to have Thornton Road South Kelsey and Station Road Moortown resurfaced and many emails have gone to and from LCC.
A resident contacted Sir Edward Leigh relating to the condition of Thornton Road who had responded with a copy to the Parish Council. A Highways Officer was due to respond to the letter along with a member of LCC. As this did not happen the Parish Council responded to Edward Leigh keeping the resident updated and wanted answers to when there would be work carried out on the roads.
Dialogue still continues!
The details on the Councillors new Model Code of Conduct was forwarded to the Parish Councillors and it was up to each Councillor to take part in the Consultation.
The Clerk completed the Funding Portal survey.
The details on the Draft Licensing Policy had been sent to all the Parish Councillors.
Other Matters
The Parish Councillors discussed the Minutes from the March meeting and agreed to display these as DRAFT and would then be signed off at the next meeting. An outline
as to what had been happening in the area had also been displayed.
