The Parish Council had read the Accounting Statement for the year 2019 – 2020

And agreed the figures were correct and the forms signed.

 

The Parish Councillors had read the Annual Governance Statement and agreed each

Statement was correct and the form could be signed.

 

Planning

 

Egdon

 

The applications had come through from Egdon asking for an extension of time for each.  This was expected due to the Anglian Water works through Holton le Moor and followed by Covid 19 with the Parish Council and the leader, plus group against the applications aware of this.

 

The Parish Council discussed the applications and felt that Egdon should be allowed to continue their work on Smithfield Road and advised LCC Planning of such.  A further letter was sent that although the Parish Council was not against the applications it understood how the group felt towards these.  The Parish Council stated that residents living near to the site did not wish for the drilling to go into another year.  Egdon should not be given any further extension of time if requested.

 

A letter had come through from Egdon to residents in Moortown and unfortunately had insufficient postage attached and the letters had to be collected from the Office in Market Rasen... The Consultant for Egdon was contact and apologised, but stated as they were working from home due to Ovid 19 had gone to the local Post Office and advised the postage used was sufficient.

 

A letter from LCC Planning was received by some members of the Parish Council and this was questioned as to why.  The response was that people living at those addresses had previously sent objective responses so they had been re-consulted.  The members of the Parish Council had not previously objected and it was just down to the address.

The leader of the group against the Egdon applications for an extension of time had sent an email attaching details on the Climate, Environment and Sustainability Survey and stating they should respond to this and also allow households in the villages to do so also.

 

The Parish Council agreed the survey should be place on the notice boards and the website.

 

A letter had been sent to each Parish Councillors home address pushing the point that they must agree to go against the applications by Egdon.  These letters were felt to be lobbying and of a harassment nature.  All correspondence must go through the Clerk.

 

Some other letters received from the group against the applications were not of a polite nature and again were felt to be harassing.

 

All correspondence received in relation to the Egdon applications for extension of time were answered.

 

Crossroads Garage South Kelsey – application for a replacement workshop and MOT

                                                         testing centre

 

This application had been going on for some time with the main sticking point being the appearance of the building due to it being only the last of this type.  The Parish Council had no objections to the application.  After a discussion with the Parish Councillors it was agreed to send another supporting letter to be read out at the Planning Meeting.  The letter was written and sent to the Planning officer for the application with a request the letter should also be given in the packs supplied to the Committee members.

 

Planning Permission given with many conditions.

 

The Applicant had thanked the Parish Council for its support of the application.  The Parish Council felt that this application warranted full support and a garage in the village was of great benefit.

Matters arising

 

As the children’s playground had been locked due to Covid 19 the Parish Council did not have to open it as someone had already removed the locks and many were using the area.

 

The Public Sector survey had been completed.

 

The detail of the road changes on the A631had been forwarded to the Parish Councillors.

 

The letter from Edward Leigh MP referring to Thornton Road had been forwarded to the resident who had complained about the state of Thornton Road.

 

As the works at Moortown were some time away the details would be displayed nearer the date in August.

 

The pathway had been cleared by the residents

 

The bulletin from the NALC Chief Executive had been forwarded to all the Parish Councillors.

 

The Lincolnshire Police and Crime Commissioner survey had been sent to the Parish Councillors and details placed on both notice boards and the website

 

The poster for the details on the reopening of tips had been sent to the Parish Councillors and put on both notice boards and the website

 

Requests had been received from Moortown residents for the Holton le Moor Road to Brigg to be reduced to a 30mph and also the speeding down Station Road to be checked. Lincolnshire Road Safety Partnership had been contacted as had the Neighbourhood Police team.

 

The letter from LCC Paul Rusted to Edward Leigh MP gave details as to when Thornton Road may be repaired – March 2021 and Station Road Moortown –

2022/2023.  It gave the reasons for the delay being budget constraints. 

 

LALC News had been forwarded to the Parish Councillors and gave details on the new website accessibility.

The playing field is cut every two weeks therefore some months there could be 3 cuts to be paid for.

Oak View Station Road Moortown – Planning application for alterations and extensions being varied from Condition 2 of Planning Permission 13956 granted on

9 October 2020 – amended plans

 

The Parish Council discussed the application and had no objections and a letter to be sent to WLDC advising this.

MATTERS ARISING

 

Details of the road closure on Station Road for the repair of the bank slip had been put on both notice boards and the website.

 

The Police report included many allegations of much speeding in villages.  They have now a shared updated hand held radar which they will use around the villages and if the speeds prove too excessive will liase with Lincolnshire Road Safety Partnership.

 

The family of the late District Councillor Lewis Strange had sent a letter thanking the Parish Council for its letter following the Councillors death.

 

The resident who had complained at the state of the road at Brand Wharf had been contacted.  The late DC Strange had made contact with LCC Highways for them to access what work was required.  Contact had been made with the sender of the email and a response came that the work was being looked into as this would be more

Than a cover up job.  The resident was updated.

 

The Parish Council had been asked if they would be prepared to give up work on either Thornton Road South Kelsey  or Station Road Moortown to free up some budge to get the work at Brandy Wharf done.

 

The Parish Council did not agree with this as Brandy Wharf area is not within

the South Kelsey Parish.

 

The Clerk at Waddingham Parish Council had been contacted for them to follow up with LCC Highways.

 

The details on the new Police Youth Commission had been forwarded to the Parish Councillors and also placed on both notice boards and the website.

 

The details on Collecto had been forwarded to the village hall committee.

 

The details of the Coronavirus advice on Meetings had been forwarded to the Parish Councillors.  The details are that the Parish Council should not meet until May 2021.

The Humber Environment News Letter had been forwarded to the Parish Councillors.

 

The resident who had written about the playground condition had previously written and also stated she had not received a response.  A response had been sent and a copy forwarded at this time.  The resident had believed the Parish Council should have

sufficient funds to be able to upgrade the equipment.

 

The field is not owned by the Parish Council but by the villagers.  The Parish Councillors are Trustees and the field a Charity.  It has no funds, the money for grass cutting, ground work and playground equipment and not least – Insurance, has to be found.

 

The LALC E-News had been forwarded to the Parish Councillors.

 

The Police report told of concern for a persons; safety in Clixby, fortunately they had been found.

 

IN the area 12 anti-social reports had been received, 9 of which had been neighbourhood disputes.

 

There were also reports of two missing people and fortunately they were found.

 

The trees in the playing field had become rather low and need cutting back.  A price had been received to carry out the work and forwarded to the Parish Councillors.  The price was agreed and the contractor advised to carry out the work.

PLANNING

 

Egdon – The Planning Permission documents for the two applications for an extension

               Of time were available

 

North End Lane South Kelsey – the Agent for the development on the lane had

                                                    forwarded some plans for the Parish Council to discus.

                                                    The area has been given permission for one dwelling

                                                     but refused on two.  This new application is for two.

 

The Parish Council feels the plot is of insufficient size for two five bed roomed dwellings.  There could be potentially six vehicles per dwelling and there is insufficient room for these on the site and parking would be on the lane.  The lane is narrow and would not allow for this as farm vehicles need to have access.  The Parish Council would not make a final comment until the actual application came through.

MATTERS ARISING

 

The LALC News had been forwarded to the Parish Council. Included was information on the Job Retention Scheme and that the Revenue was starting to investigate Furlough Fraud.

 

The Parish Council had supported the Local Electricity Bill and a letter came to write to out local MP to gain his support.  An email had been sent to Edward Leigh MP.

 

Some Employment advice including disciplinary hearings and suspension of Staff accused of Gross misconduct.

 

The Parish Council had looked at the possibility of placing a second defibrillator further down the village on Brigg Road.  The problem is that e;ectricity is required to sustain it, but only a very small amount.

 

The Coronavirus information from NALC had been forwarded to all the Parish Councillors.

 

The Press Release on the Citizens’ Panel had been forwarded to all Parish Councillors.

 

The NHS test and trace app is now available and will help trace the spread of Covid 19.

 

The Tree Charter Newsletter gave details of areas that had planted trees.  The Parish Council wa fortunate enough to receive some more free trees to plant in the playing field.  Most have been planted, however their sticks and tree guards are continually being removed – by whom the Parish Council is not yet aware.  Whoever it is, man or beast, please do not do this, the trees are to make YOUR field a better place to be –

A new Anglian Water pipeline is to be installed and the route to be taken is being assessed.  The pipeline will come from Elsham to Lincoln and should provide a better service.

 

The Parish Council has and is still receiving many communications in relation to the fly tipping on Brigg Road.  The resident had written to Edward Leigh and his representative had visited the site.  LCC, WLDC and the Police had been in contact in relation to the accusations.  All correspondence had been forwarded to the Parish Councillors.

 

The Big Energy Saving details had been sent to the Parish Councillors and a copy put on both notice boards and the website.

 

The street signs at Moortown crossroads had become in a bad state of repair and a Parish Councillor for the area had forwarded photographs.  WLDC will repair in due course.

 

PLAYING FIELD

 

The Parish Council suggested that in the New Year, providing Covid restrictions allowed, that a meeting could be held with all residents who may be interested in raising funds to update the play area.  A mail shot would be delivered to all the households advising of the date and a little background information about the field.

The field is owned by the village and the Parish Councillors are Trustees.  All items and maintenance have to be funded by the Parish Council.

 

The seat inside the children’s play area is damaged and needs replacing.

 

The locum District Councillor had been advised that the area may take advantage of the funds from the late DC Strange fund.  The Clerk completed the Councillor Initiative application and return it to the locum for signature.  This may provide funding for a seat.

 

The fence around the play area is also coming to the end of its life and funds will have to be found to replace this in the New Year.

 

HIGHWAYS

 

On Station Road Moortown on the rhs from the crossroads there is white fencing at various intervals , some of which needs repairing.

 

In October 2018 the Parish Council reported this and on many occasions chased up the work to be carried out.  LCC Highways state it is progress.  An email was sent this September to Highways, but there has not been the courtesy of a response.  The fencing is necessary to guide vehicles away form the edge of the road and a very steep drop into a ditch.  The Parish Council will continue to chase up.
