SOUTH KELSEY & MOORTOWN PARISH COUNCIL
 
Draft Minutes of the Parish Council Meeting
held in the Village Hall on 5 December 2022 at 7pm
 
 
Present: Juliet Coleman-Scott (Chair), Tina Wiles, Colin Atkin, Andrew Wilkinson, Craig Marriott
 
In attendance: County Councillor Tom Smith, District Councillor Peter Morris, Gina Andrews (Clerk) and three members of the public
 
Public forum for parishioners to ask questions:
 
Member of the public Garry Dickinson introduced himself, having recently moved to Moortown.  As a retired Humberside Police Traffic Constable  he expressed concern regarding the amount of speeding vehicles in the village.  When he made a complaint to the Lincolnshire Police they referred him to the local Council.  A discussion ensued around speed reduction methods and the Council confirmed that they do have a Community Speed Watch underway.
 
Mr Dickinson recommended a Golden River Data Strip.  The meeting discussed how this had been trialled and that a recent traffic report (capturing data between 7-8 November 2022) deemed the Parish not high risk.  Councillor Coleman-Scott to send a copy of the report to Mr Dickinson for review.  ACTION JCS
 
Mr Dickinson further commented that he encouraging the local community to assist with lodging complaints to the Police.  Cllr Morris recommended to convey these issues with PCSO Dawn Cowling during her visit with the Council in the New Year.
 
Mr Dickinson opined that speed reducing gates/fencing work well and the Council confirmed that this measure is being researched.
 
Cllr Smith informed the meeting that other Parishes are using ANPR static cameras and he going to check if these could be a viable option for speed enforcement. ACTION TS
 
Following on from the last meeting on 7 November, the member of the public from Moortown that expressed concern regarding flooding in areas of low lying ground wanted it noted that flooding was due a blocked pipe that ran under the highway rather pipes adjacent to properties.  This member of the public also confirmed that they had not received a reply from  an email sent to Highways on 18 January 2022.  TS confirmed that he would chase a reply.  ACTION TS
 
 
Update from County and District Councillors:
 
LCC: Cllr Smith confirmed the road closure of Thornton Road, Thornton- Le- Moor, between 16-20 January 2023 for resurfacing.  Cllr Smith further noted Station Road is being re-assessed.

22/115 Clerk’s Report on Matters Outstanding and Correspondence.
 
After contacting Wave, it was confirmed that the Council are required to pay a standing charge for a tap in the recreational grounds, even though it is no longer in use, unless the water is disconnected. Wave have emailed the necessary disconnection paperwork for completion. The Clerk requested some assistance for completion of paperwork. ACTION CM
 
A request for Revised Register of Electors has been requested.
 
Correspondence had been received from:
 
8th November - Diane Lamb, West Lindsey Electoral Register 2022/23 return slip.  Completed and posted 24th November.
11th November - Susan Normal, Monitoring Officer WLDC - LGA Code extension confirmation (5 December 2022).
19th November - Cllr Tom Smith - link to consultation on mental health support for children and young people in Lincolnshire.
21st November - The Pensions Regulator, acknowledgement of declaration compliance.
23rd November - Wave, non-household disconnection of water supply.
23rd November - Cllr Tom Smith - forwarded response from Joe Phillips regarding queries raised at last meeting (7 November) including section of south Kelsey highway before the railway station to be re-assessed.
24th November - Shaun Nettleship, Community Infrastructure Levy Officer WLDC - re missing reports from 2020/21 & 2021/22 on expenditure of CIL monies received by the Council.  ACTION JCS
24th November - Cllr Morris re PCSO Dawn Cowling visit. ACTION PM
28th November - Andy Wilkinson - attaching Corringham Neighbour Plan.
30th November - Smaller Authorities' Audit Appointments Limited - Notification of external auditor appointment for the 2022-23 financial year for the 5 year period until 2026-27
 
 
22/116 Finance and Accounts for Payment:
 
JCS presented invoices from South Kelsey Village Hall for the hire of the hall (£32), AJ William grass cutting (£79.80), the Clerks wages and expenses (£176.21), flowerbeds and compost costs reimbursement to Cllr Wilkinson (£90.30) and WLDC elections invoice (62.50).   All of which were agreed for paying. ACTION: JCS
 
 
22/117 Planning: 
 
145719 - removal of condition 6 of planning permission 143579 granted 8 November 2021 - to allow static caravans to be sited in lieu of camping area.  Watermill Farm Station Road Moortown Market Rasen LN7 6HZ. The meeting observed there are still no notices of intension to plan in the village.
 
Cllr Coleman-Scott confirmed that the previous owners made one application between 2010-2017 for an additional 46 static caravans and 12 lodges (58 in total).  Since 2021, the current owners have submitted five planning applications for another 97 static caravans and 29 lodges (126 in total).  The meeting discussed how this ‘drip fed’ approach is having a cumulative affect on the local community, with already over-stretched services, especially health services.
 
For the purpose of the minutes please note Cllr Morris left the meeting whilst a decision regarding the application was finalised.  The meeting agreed a quorum to object the application on the grounds of cumulative affect and massing scales.  ACTION JCS/GA
 
145835 - Planning application for proposed side extensions to existing animal barn.  Hall Farm Park Caistor Road South Kelsey Market Rasen LN7 6PR. No objections.
 
 
22/118 Policies - Equality, Disability & Inclusion / LGA Code (paperwork for completion) / invoices of missed training due to illness
 
The meeting formally adopted the revised LGA Code of Conduct.  The Clerk is to email the Councillors’ signed receipts to the Monitoring Officer.  ACTION GA
 
The meeting clarified that there is a duty to inform training/event providers should an attendee be unable to participate.  It was further clarified that should the Council incur charges as a result of a no-show, without prior notification being given to the provider, these should be passed on to the Councillor for settlement.  It was proposed to update the Standing Orders to reflect this.
 
Equality, Disability & Inclusion is to be deferred until the next meeting.
 
 
22/119 Community Speed Watch:
 
Cllr Atkin confirmed that research for fencing/gate is ongoing.
 
 
22/120 Neighbourhood Plan Meeting - feedback:
 
The next meeting confirmed for 7 December at 6.30 pm at the South Kelsey Village Hall.
 
Cllr Marriott confirmed that questionnaires are being collated and are expected to be ready for circulation in Spring 2023.  Cllr Marriott has been preparing a presentation for the meeting.  Cllr Smith confirmed that grants are available for surveyors to assist with Character Assessment.
